Reserve Road Reserve, MT 59258 Facility Representative: EPA Facility ID Number: Reason for Inspection: Inspection Team: 2050013 Routine compliance inspection Marta Grabowski, Inspector (lead), EPA UST Program Roberta Person, Inspector, EPA UST Program UST Coordinator, Fort Peck Tribes Environmental Program UST System Description The J & R Service (Facility) is a privately-owned gas station and convenience store located on the Fort Peck Indian Reservation in Reserve, Montana. The fuel at this Facility is sold to the public. The Environmental Protection Agency's Facility records indicate the Facility has two, double-walled, jacketed underground storage tanks (UST). Both tanks have a 2,000-gallon capacity, and store regular unleaded fuel (DEQ# 4733) and diesel fuel (DEQ# 4213). Piping for all tanks is double-walled, safe suction, fiberglass reinforced plastic (FRP). Inspection Narrative On August 25, 2025, the EPA UST program personnel conducted an inspection at J & R Service in Reserve, Montana. The EPA last inspected the Facility on May 16, 2022, and they selected it for routine re-inspection. Ms. Grabowski, the EPA inspector, spoke with a Facility representative on August 8, 2025, and sent a follow-up email to schedule the inspection and provide inspection details (see Attachment A). The EPA inspection team arrived at the Facility at 3:00 p.m. MDT. Ms. Grabowski introduced herself to the Facility representatives and presented inspector credentials. Ms. Grabowski proceeded to conduct a physical inspection of the UST system as well as a review of Facility records. Copies of operation and maintenance records are in Attachment C. Tank Leak Detection Tank leak detection is conducted by manual monitoring of the tank interstice with a gauge stick. Records of monthly interstice checks were maintained onsite from September 2024 - August 2025, as part of the monthly walkthrough forms. The gauge stick is checked for operability at least annually during the annual walkthrough. Piping Leak Detection Piping leak detection is not required at the Facility since the USTs operate with safe suction. Cathodic Protection Cathodic protection (CP) is not required at the Facility. The portion of tanks and piping that are in contact with soil are constructed from non-corrodible materials. Periodic Testing/Inspection of Spill and Overfill Prevention Equipment Triennial testing for spill buckets and flapper valves was conducted and passed on May 5, 2025. Records of testing were maintained onsite. Periodic Operation & Maintenance (O&M) Walkthrough Inspections Monthly and annual walkthrough inspections records were maintained onsite. The last annual walkthrough occurred on March 26, 2025. Operator Training The Facility owners are also the designated Class A/B operators. Class A/B certificates were maintained onsite, dated March 15, 2018, for Class A and July 26, 2019, for Class B. is the designated Class C operator. Financial Responsibility J & R Service has a private insurance policy with Crum Foster. The Facility is also registered with the Montana state fund. A certificate of Financial Responsibility, as well as the Montana DEQ operating permit, were maintained onsite at the time of inspection. Physical Observations The EPA inspector viewed the spill buckets/fill pipes, interstice risers, and dispensers. Flapper valves were visible in the fill pipes and spill buckets were clean and dry. The Facility operator demonstrated manual interstitial monitoring of each tank. Water finding paste indicated a small amount of condensation in the regular unleaded interstice. 2050013 - J&R Service Page 2 of 3 8/25/2025 UST Inspection Inspection Conclusions and Recommendations At the end of the inspection, the EPA inspector stated that a full inspection report would be forthcoming, which includes the inspection checklist (see Attachment D). Ms. Grabowski provided the Facility representative with a blank Class C operator training form. Copies of documents viewed on site were emailed to Ms. Grabowski after the inspection.
