The letter calls attention to the Memorandum of Understanding between MESA and OSHA that was discussed at the June 14, 1974 meeting of the Safety Committee and informs us that MESA has determined that alumina production is a "milling process" and falls under the jurisdiction of MESA. We are further advised that MESA intends to inspect alumina plants starting with those previously inspected in September 1973. The alumina milling industry was one in which there had not been a clearcut decision as to whether OSHA or MESA had jurisdiction and responsibility to enforce such standards, promulgated under the Acts that created the two agencies. Within the terms of the MESA-OSHA Memorandum of Understanding, and the definitions contained therein, the Administrator of MESA advised Mr. Howard J.
