Jackson, Ryan[jackson.ryan@epa.gov] Gary Hoitsma Thur 9/28/2017 10:01:18 PM SCAQMD Wayne Nastri - Meeting Request
Ryan,
Meeting Request: As we discussed, appreciate your help to set up a meeting with Administrator Pruitt for Wayne Nastri, Executive Officer of the South Coast Air Quality Management District (SCAQMD) of Southern California. I want to work with you to make this meeting as constructive as possible. From Wayne's standpoint, he will want to address his agency's Air Quality Management Plan (AQMP), incorporated into the SIP, which sets out ambitious goals to meet their ozone deadlines for 2023 and 2031. He's concerned that he's way short of money the agency needs to meet those goals and deadlines, though he is aggressively pursuing local, state and federal funds where available. The agency is also concerned especially about emissions from heavy trucks and the impact of the proposed glider kit and trailer kit revisions in the phase 2 standards.
Timing: At this point, the best timing for this meeting if possible would be anytime on Wednesday, Oct 18th or the morning of Thursday , Oct 19th, when Wayne is next scheduled to be in town. If those days don't work, let's look at any other day in October other than Oct 9-13 when Wayne will be out of the country. Appreciate if we can put something on the schedule sooner rather than later so we can plan accordingly. Thanks very much.
FYI--Additional Background
SCAQMD, which I represent, is the nation's largest state-regional air quality agency with over 2,000 employees, responsible for implementing federal and state air quality standards in a region of over 17 million people, covering the counties of Los Angeles, Orange, San Bernardino and Riverside, including the major port faculties of Long Beach and Los Angeles. As the top executive of SCAQMD and himself a former EPA Regional Administrator--Region 9--in George W. Bush Administration, Mr. Nastri is seeking to briefly discuss air quality related issues of concern to his agency which has had a longstanding working relationship with the EPA. Nastri and some of his staff had good meetings earlier in the year with Ryan Jackson, Mandy Gunasekara and with staff at the Office of Air and Radiation. Mr. Nastri would appreciate this opportunity to meet briefly with Administrator Pruitt.
Thanks for your help on this. Happy to provide more information as needed.
