Dr. Walter Harris of UNIROYAL was received by sponsors of the European vinyl chloride mon omer research project on October 19 and given a full view of the experimental program in progress, including the testing protocol. Dr. Harris will report on these matters at our upcoming meeting on November 14. Disclosure of test results, however, was withheld because some of the European companies did not feel the assurance of confidentiality given in the fourth paragraph of my letter of September 20, a copy of which was sent to you, was sufficiently tight. The phrasing used was chosen because MCA cannot pre sume to obligate its members, and I thought time might be saved. Now I must take the other course and ask for your direct pledge, as indicated on the enclosure to facilitate your response. I believe there is no remaining doubt at all about full disclosure to us, namely, to the technical representa tives of the companies committed to participate in the U. S. project, upon receipt of a more ironclad confidentiality assertion. In fact, the European companies are eager for U. S. company representatives to visit at the scene of the European research and observe firsthand.
