We require that emission testing be waived because, as outlined in the attached application, the modification will have no effect on reactor opening loss or stripped slurry residuals. No operating procedures will be changed. Since operating procedures are not changing, reactor opening loss and slurry vinyl chloride residuals will not change. Operating procedures for the process water strippers and incinerator have not changed since emission testing conducted May 12 and May 13, 1981. As a result, we request that emission testing be waived.
