Section I - INTRODUCTION
PURPOSE OF THE INSPECTION The purpose of the inspection was to determine if the facility was in compliance with Section 301 of the Clean Water Act (CWA) and to identify and document discharges to waters of the United States. The Inspection was conducted under the authority of Section 308 of the CWA. FACILITY DESCRIPTION The facility which is located in Union County, Arkansas consists of a central tank battery that collects produced fluids from nearby wells, along with a separate saltwater disposal battery and sump pump.
Section II - OBSERVATIONS
I arrived at the facility on September 15, 2015, and noticed that brine and oil had been discharged from the secondary containment area. The facility is located at the Ezzell B-2 battery site located near El Dorado, Arkansas. Photo 1 shows the sign identifying the lease. Photo 2 is a general overview of the main battery associated with the discharge. Photos 3 and 4 show the brine facility near the main battery where the discharge occurred. Photos 5 and 6 show the drain pipe and valve used to discharge brine and oil into the nearby creek. Photo 7 shows a YSI meter reading of >80,000 parts per million Total Soluble Salts (TSS) at the discharge point. Photo 8 shows the discharge path which eventually runs into a small oil stained ditch shown in both Photos 9 and 10. Photo 11 shows the point of entry of the ditch into the creek and marsh. Photos 12, 13, and 14 show more oil and brine in the creek and marsh. Photo 15 shows a YSI meter reading of 9600 ppm TSS in the creek even after several rainfall events. Photo 16 shows the unaffected upstream portion of the creek which has a TSS of 700 ppm (Photo 17). Point of discharge from the source: Latitude 33.2339N, Longitude -92.5955W. Point of entry to the tributary of Salt Creek: Latitude 33.2328N, Longitude -92.5948W. TSS is 9600 ppm.

It appears that brine and oil were discharged from the tank battery pit through a pipe and valve into a ditch which flows into a tributary of Salt Creek.
