In this report we are listing the subjects under activities which affect "All Divisions0, activities carried cm in *Specific Divisions" and "General Activities", there may be duplication In s small degree, but this cannot be very well avoided. ALL DIVISIOMS 7V' - Development of industrial truck operators* training manual and handbook entitled, "Manual For The Safe Operation Of Industrial Power Trucks0. The booklet has been sent to all plants In the company tor distribution to their present industrial truck operators, and should be used in conjunction with training procedure for future operators* Development of training manual for the training of overhead crane operators and also a pamphlet, "Manual For The Safe Operation Of Overhead Crams*. The pamphlets have been distributed to all organisations for use of present crane operators and should be used In conjunction with training procedure for future operators. The Glass end Chemical Divisions are mainly concerned with this pamphlet. The Brush and Paint Divisions do not have overhead cab-operated cranes. The medical examination fora. Bo. 1502, was revised in order to obtain more direct information on prospective employees and should also be used for obtaining additional health information on present employees when they are re-examined. The program for the development of better safety-protective equip ment is progressing, and due to the equipment ndw being furnished, Z feel we are getting better cooperation in the wearing of bodywprotective equipment. Hew items of body-protective equipment have been developed in the Window Glass and Plate Glass plants and in the Ghesdcal Division. Ho have carried on aa active publicity campaign on reduction of automobile accidents, and I feel that due to the reports received from the insurance carriers some progress is being made. We anticipate Issuing a Hotor Vehicle Driving Manual* for operators of all company trucks and cars. This, however, will not be done until 1950. There has been an Increase in the use of safety slide films and movie films in our plant safety meetings, and we have received requests tram our various organisations to furnish films on different subjects for use in the plant meetings. We have added a number of films to our film library and now have films circulating throughout the different divisions* I feel that much good can be accomplished by building up our film library and by using our department as a distribution "enter for thes films. Fir# protection and fir prevention activities were carried on in the various divisions, especially with respect to organization of fire brigades, training of fire brigades, purchasing, use, and Inspection of approved fire fighting equipment and investigating and checking on special fire hazards incident to certain operations* Industrial Hygiene and occupational disease prevention activities were carried on in the various divisions and special problems on operations in individual plants wars investigated and information and assistance given to these organisations in solving their various problems* OTfflW Safety induction program has been Installed at Works #1 and Works #9 in conjunction with the general induction program for new employees At Creighton this program (abbreviated) is now being given to present employees at regular safety meetings* Very much Interest is shown in this program* We hope to extend this safsty induction program into the other plants of the company* A plant safety organisation and safety program were Installed In Works #10 and Works #11 during the present year. (Works #12 started their general meetings during the year 1948). General committee, foremen comnittees, and department committee meetings are being held in all three Window Glass plants at present* A foremen's safety training program consisting of twelva subject meetings started at Works #12 in November of this year, and this program will also be given to the other Window Glass plants. We hope to extend this program into other plants of the company. We have continued the follow-up on the use of wood flour in the Window Glass plants, and I feel that ws have cleared up this matter of it presenting an occupational disease hazard. However, there may be an individual who occasionally claims an irritated throat due to Inhalation of wood flour* At Works #10, Henryetta, Oklahoma, the State Department of Health and Hygiene has given us a clear bill of health In regard to the use of wood flour* The Deportment of Hygiene of the state of Oklahoma made a survey of our batch hoUae after we had installed the new batch collecting equip ment and due to the results of this survey they stated that no silioosis hazard existed and they highly commended the company for their cooperation in combating health and aooldent hazards in our plants. Fire brigade organizations have been set up in the Window Glass plants and training of soma of these brigades in the use of first aid fire protection equipment has been in progress* Fire and housekeeping inspection has been resumed in these plants in conjunction with the safety program. Mechanical guarding of equipment is a continuous program in all of our glass plants, but special emphasis was placed on the guarding of saws in the box shop of the Window Glass Division* We now have saw guards on all of the save In the box shops of this division. The Industrial Hygiene Foundation made surveys of dust and toxic material hasards in the batch house at Works #6 and in the Tank Department, batch housa and batch galleries at Works #1. We are working with the local plant organisations and the Glass Engineering Department for the correction of unsatisfactory conditions found on these surveys. Very little has been done, however, at Works #6 hut since we have recently re ceived the findings of the chest x-ray survey examination of slllea dust exposed employees in this plant, I feel that after discussing this matter with local plant management some recommendations will reoelve more attention and conditions causing exposure will be corrected. Chest x-ray surveys of silioa dust exposed employees were continued In Works #1 and Works #4* Works #9 was to start a program of cheat x-ray examinations of employees in the sand mine and also of other silica dust exposed employees* We are following the results of all of these xwray surveys for possible leads to elimination of silicosis hazards. 4 program of chest x-ray examinations of silica exposed employees in the three Window Glass plants was sat up and all employees exposed to silica or asbestos dust have been x-rayed* The reports on the employees in the Window Glass plants have practically all been favorable* We do know, however, that there is an exposure to silica dust In the Olay Departments, and we ar working with the Engineering Department for the installation of dust collect ing equipment to minimize the amount of dust to which the employees in this# departments are exposed. Some progress is being made and I look for installation of some type of equipment in the near future* Works #1 has purchased some additional dust collection equipment to be used in dressing stone and ve will follow up to see what results we will obtain in the use of this new equipment. Industrial injury reporting for Window Glass plants was standardised eo that we oan have proper information for comparative purposes* Arrangements ware made with the U. S. Bureau of Mines for first aid training oourse for our Crystal City organisation. Mr. Jennings of Crystal City followed up these arrangements end the first aid training course wes held during the latter part of August* Wa have recently completed arrangements with Works #1 for the installation of apparatus for the Aluminum Dust Therapy Treatment of slllea dust exposed employees* Similar equipment to that now being used at Works #4 will be installed at Creighton. PAINT DIVISION Safety and fire prevention program at Milwaukee has bean sat up and general ooamlttee, foremen's committee and departmental safety committee meetings will be returned* Also regular plant Fire and Housekeeping inspec tions are being made* I feel that with the revival of this program at Kllvauke that ve will obtain much batter result* from this organisation* At Milwaukee a program of examination of lead exposed employees was set up under the direction of Dr* Phillip Seefeld, the local physician* New -3- 102S3 SI* examination forms were developed and printed, and this program is working out satisfactorily. I am keeping In touch with this program through Mr. P. V. Behling and Mr. W. A* Kringel of Milwaukee, as this will be a continuous program. The program of examining lead-exposed employees was resumed at the Hew&rk plant, and this program Is being carried on satisfactorily through Mr. John Rodgers and Mr. Charles Burnett. I am keeping In touch with the results of these examinations. A safety and fire protection program was set up at Forbes Finishes plant In Cleveland. A general committee and departmental safety committee meetings are being held regularly, and much progress has been made In matters pertaining to safety, housekeeping and fire protection at this plant. (On a recent visit I accompanied the plant inspection committee an their monthly inspection trip and found the plant in very good condition) Discussed matters pertaining to safety, fire prevention and occupational disease prevention with the plant manager at the Moorestown plant and suggested setting up a program of safety activities and physical examination for employees at this plant. A further check-up on this situation will be necessary In the immediate futa:e before definite report can be submitted regarding any program set-up. Five roll mill cleaning device was developed at the Dit*ler Color Division for cleaning paint from the rolls without shutting down the machine. We did considerable work with the Paint Engineering Department and some of the paint plants in the further development of this device. It la being used at present in some plants, but other plants have not as yet adopted same. We will con tinue a follow-up on this matter. In the Faint Division I feel that our housekeeping and fire prevention program has been meeting with some success. The organising and training of fire brigades has assisted us In controlling fires which have occurred. It has also stimulated a good housekeeping program in the various organisations. CHEMICAL DIVISION A safety organisation and program was set up for the Midvale Goal Mina and this program is now In operation* However, due to the oondltione In the coal Industry we have not been able to give this program a fair trial at Midvale, but I do know that we are receiving full cooperation from the manage ment at this mine and can look for better results in the future. We are obtaining excellent cooperation In this division on occupational disease exposures and especially on exposures to new products now In the development stage. We are continuing the follow-up on survey made by the Industrial Hygiene Foundation at Barberton on the toxicity of "Hy--811* Part of the research on the toxicity of this material Is being conducted by the Trudeau Foundation at Saranac Lake, Hew York and we are following their part of the program. -V 9^ The new monochlorobensene plant started operations at H v Martinsville. We have cooperated with this organisation in the survey of torfcity of benzene and chlorinated benzene products. We worked with the Engineering Department in the layout of fire lines and fire equipment set-up for this new plant. A special investigation of claimed silicosis hazard was made in the Cement Division plant at Zanesville. We are following up this case, which is now before the Industrial Commission of Ohio, as we do not feel this case is a silioosis case due to exposure in our operations. Special arrangements have been made through the Industrial Hygiene Foundation and the Portland Cement Association to obtain the services of specialists to represent us be fore the Industrial Commission of the State of Ohio. The management at Zanesville is keeping this office advised as to any developments. BRUSH PIYISIOS Our work in the Brush Division has mainly been with the Baltimore organisation and this has centered about general safety and fire prevention activities. We have been receiving good cooperation from the Brush Division on most recommendations submitted, but we do not as yet have a safety com mittee or physical examinations in this division. 1 do feel we have made progress, and In the oorttng year I hope to capitalise on our contacts in this division by installing a physical examination program and definite safety organisation COWBRClHL IflVISXQH We supply posters and other material on safety and fire protection for 11 warehouses and stores in this division. These are sent out periodically. We send combined reports of statistics on automobile accidents to all warehouses and stores and we have received requests for additional information from these warehouses for pamphlets and other literature on accident pre vention and safe driving. We have supplied material as requested. All literature pertaining to fire prevention and protection is eent to warehouses and stores and special literature is supplied to them during October Fire Prevention month. We have received very good cooperation from representatives of the Oosnerolal Division in the Pittsburgh office. We supplied samples of body-protective safety equipment, for display at thaVWarehouse SuperintendentA* Meetings held In St. Deals and Atlanta. This aqulpnsat was displayed through the cooperation of Mr. Gordon Wright and Mr. Charles Peck. Pittsburgh, Pa. -5, si* All Ohio Safety Congress Columbus, Ohio National Safety Congress Chicago, 111. Industrial Hygiene Annual Meetings and Conferences Pittsburgh, Pa. Ue have continued circulation of safety and fire prevention and occu pational disease literature to all organisations. This includes pamphlets from the Manufacturing Chemists' Association, National Safety Council, Associated Factory Mutual Fire Insurance Companies, Industrial Hygiene Foundation and special pamphlets from other organizations. We have increased the number of Monthly Safety Reports to some of our organisations for circulation to their supervisors. At present ue issue 83 reports. I feel that with these reports being circulated to the supervisors it will give them a better idea of the results being obtained In our safety program. We have supplied special information to various organisations ou safety and fire prevention upon request. We have been cooperating with the Glass and Ceramic Section of the National Safety Council* At the convention in Chicago I was elected Program Chairman for the year 1950. This probably will necessitate using some of my time in setting up programs and obtaining speakers for meetings being held by the Glass and Ceramic Section.
