We were met by Mr. John Biggs and Ms. Amanda Powell of Clyde WWTP. EPA Staff present their credentials and stated the purpose of the inspection to investigate elements of the Clean Water Act (CWA) Section 308, implementing regulations, and the status of the September 29, 2004 Consent Decree. Opening Conference began at 8:10 AM EST. Yes Yes Yes Yes EPA REGION 5 lead inspector confirmed the following facility information: Wastewater treatment at the facility begins with the influent, which is brought to the facility via two main trunk lines and one force main. The influent wastewater is then conveyed upwards by two sets of screw pumps. The lower screw pumps can both carry 1 million gallons per day (MGD). The upper screw pumps are each capable of conveying 4.8 MGD (the max designed flow of the plant). The left screw pump was operating during the inspection and was replaced in late 2023. The right screw pump was not operating at the time of inspection. The plant has plans to replace the right screw pump in late 2024 or early 2025. Influent wastewater is then sent through two draw screens. Then the waste stream goes through two grit collection units. The facility utilizes two oxidation ditches with integrated clarifiers (ODICs) for primary treatment. After going through primary treatment, the wastewater then goes through two settling clarifiers. The waste stream is then sent through two aerobic digesters. Solids are dewatered and then landfilled. Dewatering is accomplished via centrifuge. The plant has plans to eventually install a sludge press. Sludge is sent to Erie County Landfill. The facility has two settlings lagoons before final effluent. The settling lagoons are currently not operational and are in the process of being permanently deconstructed. The plant has approval from the Ohio EPA (OEPA) to reroute their waste stream through a ultraviolet (UV) treatment process, and discharging at a different point after the UV treatment. Final effluent is after UV system into Raccoon Creek. The facility's current NPDES permit identifies the settling pond as the final outfall point, not the UV outfall. The facility states it plans to modify their permit during the next permit renewal period. During wet weather events, the facility has a 1 million gallon equalization (EQ) basin that it can redirect flow to from the main plant. The EQ basin was installed and began operating in 2016. The EQ basin is equipped with its own screening system. If the wet weather event concludes without a CSO discharge, flow can be reversed from the EQ basin back into the plant for treatment. The EQ basin can be emptied within 24 hours back into the plant. The plant also has the ability to hold water in the plant itself to allow for longer residence time in the treatment process. High flow through the facility can be pumped via two pump mains through grit screens to the EQ basin. There is an 8 foot gravity weir for when the main pumps cannot handle all the flow. The weir bypasses grit screening, but Mr. Biggs stated that he has never seen the weir have flow through it. The outlet of the EQ basin is upstream of the final effluent of the plant. The facility has a SCADA system equipped with a high-level alarm. CSO pumps are automatic based on flow levels through the facility. 2 of 29 City Of Clyde Water Treatment Plant Inspection Date(s): 02/21/2024 - 02/21/2024 Approximately 25% of the sewer system that connects to Clyde WWTP is cleaned every year. The section that is cleaned rotates every year, so that every part of the system gets cleaned once every 4 years. Cleaners jet and vac everything out of the sewer and then bring it to the plant in a vac truck. The facility also accepts street sweeping wastewater that is dropped off at the facility via vac truck into a pit that drains into the headworks. Location(s) Location/Area/Sub-area Clyde WWTP Greater Clyde Sewer System Description The facility treatment process includes: 2 main trump mains, one force main, 2 lower influent screw pumps, 2 upper screw pumps, 2 draw screens, 2 grit collection units, 2 oxidation ditches with integrated clarifiers, 2 aerobic digestors, dewatering centrifuge, 2 settling lagoons, and a UV treatment system. All sewer systems that lead to Clyde WWTP. The sewer system is completely cleaned over the course of every 4 years. Each year 25% of the system is cleaned. The facility as a requirement of its Consent Decree, has conducted various sewer separation projects ranging from complete replacement with new separate sanitary and storm sewers and some in which sanitary inlets to storm sewers were plugged to avoid combining. SECTION II - OBSERVATIONS Location: Clyde WWTP Observation #: JF1-OB-001 Date: 04/12/2024 Weather: 4 of 29 City Of Clyde Water Treatment Plant Inspection Date(s): 02/21/2024 - 02/21/2024 Facility walkthrough began at 9:50 AM EST. During the inspection, a street sweeping vac truck was dropping off some wastewater. Street sweeping wastewater goes into a pit that drains into the headworks. Mr. Biggs stated that the facility does not currently have back-up power, but is planning to install an emergency generator to avoid potential issues through loss of power. At the time of inspection, the right upper screw pump was not operational. Mr. Biggs stated that the left upper screw pump can handle the max designed flow of the plant on its own and that the right screw pump is planned to be replaced in either late 2023 or early 2024. Samples are collected via time based composite autosamplers. During the inspection, the raw influent sample refrigerator did not have a thermometer inside. Mr. Biggs stated that they would install a thermometer in the sample refrigerator soon after the inspection. Mr. Biggs also stated that are going to have a consultant audit and review their lab and sampling procedures to ensure that they are compliant with all requirements. Ms. Powell stated that the refrigerator in the Lab is kept between 0C and 6C. The final effluent sample refrigerator did have a thermometer and at the time of inspection it was reading 6C. EPA staff were also shown construction projects where sewers were completely replaced with separate storm and sanitary sewers. See Photos 27 through 36 in the Photo Log. Of the separation projects that were required by the Long Term Control Plan, we viewed in person the completed projects of the McPherson Highway Regulator (Former Outfalls 1A and 1B), CSO Outfall 2, the Vine and Mulberry project (Former CSO Outfall 5), Vine St (Former CSO Outfall 3), Buckeye Street (Former CSO Outfall 4). Based on completion dates provided in the June 2020 CSO LTCP Compliance Report, some projects were completed after the scheduled date in the LTCP: Buckeye Street Phase 2 was scheduled to be completed in 2008 and was completed in 2009, Buckeye Street Phase 3 was to be completed in 2009 and was completed in 2011, East Street Phase 2 was scheduled to be completed in 2011 and was completed in 2012, and Forest Street was scheduled to be completed in 2012 and was completed in 2013. Mr. Biggs stated that Clyde WWTP were going to have a consultant come and review their lab practices to confirm that they are operating properly.
