ESTABLISHMENT The Formula Classification -was established by the following Bulletins or correspondence: Outline of Formula Classification, Paint, Varnish and lacquer Products - official list of indices dated 12-23-47 Comptroller*s Bulletin 426, subject: "Formula Classification", dated January 6, 191$ Announcement of Product Classification Committee Comptroller* s Bulletin 426, Addendum 1, Formula Classification Installation Liay 14, 1948 - effective 9-1-48 Comptroller* s Bulletin 426, Addendum 2, Trade Sales Indices dated October 28, 1955 Comptroller* s Bulletin 426, Addendum 3, Trade Sales Conversion dated July 30, 1956 A, H. Burt's approval of Trade Sales Conversion 6-15-56 and 7-2-56 II, SCOPE The Classification as of this date includes PWkL Products sold by the Sherwin-Williams Sales Departments of Trade Sales, IndustrialMaintenance, Painter-Maintenance, Automotive, Graphic Arts, Transportation, (Railway, Marine, Petroleum and Aircraft), Government Agencies (Federal, State and Municipal), Industrial (Product Finishes), and PC&C (Pigment, Color and Chemical), m. PURPOSE A, To arrange into groups all formulations of a specific usage? for example, "Enameloid" Line, "Kem-Lustral", Venetian Blind Enamels, Shipbottom Paints, Automotive Lacquer Putties, B, To provide for a system of assignments that vrill be uniform throughout S-W PV&L Laboratories who are concerned with the development of products for the Sales Departments listed in II, Scope, 0007-PMC-000000088 IV. MECHANICS A, The classified product assignments will be made by the FV&L formulators in accordance with the following requirements: 1. Index - which consists of an initial and one or two numerals listed in this Outline of Formula Classification. 2. Color symbol - represented by a letter, see pages 20 and 21. 3* Consecutive number - to distinguish one product from another of the same index. 2i. a) Examples - Permanent Assignment: Kern Lustral Green Medium # 570 F6$ Q 6 b) For experimental assignments - the plant identification symbol is inserted between the color symbol and the consecu tive number. Experimental Assignment: Railway Station Paint Gray (Formulated by Newark Lab.) MECHANICS (CONT'D) A. $, (b) Breakdown by Sales Departments of numerals of the indices C through W (except R and X)on preceding page: 1-19 20-39 UO-59 60-89 90-99 Automotive Graphic Arts Transportation -(with the exception of D59,T50 and V5>9) Industrial Government Agency PC&C Assignments Thinners and Reducers (not subdivided by Sales Depts.) 6, Selection of index: The Index must be selected in accordance with the Management's decisions on the Formula Classification. The Index must be correct for the Sales Department and for the nature of the product. If the customer is listed as an Industrial Products Finish account, the index must be in the Industrial (Product Finish) group - 6o's, 70's, and 80's, or possibly in the 50's as mentioned in IV, D, 1, For example, a finish for a manufacturer of Automotive Trailers "owned" by Industrial Product Finish Sales Department would carry the index G6^ Industrial, Automotive Production, and not an index of the S-W Automotive Sales Group (1 thru 19). The Company's classification of the customer, (Automotive, Graphic Arts, Painter-Maintenance, industrial Maintenance, Industrial Product Finish, etc.) must be determined before an index is selected. For clarity of understanding, each index on Pages U thru 18 carries the name of the Sales Department for whom it has been assigned. The Product Classification Committee is responsible for the operation of the system, including the addition and deletion of the indices. V. REGISTERS There are two kinds of Registers; one for permanent assignments and the other for experimental assignments. The Permanent Assignment Registers for paint and varnish will be main tained in the Cleveland Tech Service Department by whom all assignments will be made. 0007-PMC-000000090 V. REGISTERS (CONTD) The Permanent Assignment Register for clear and pigmented lacquers (nitrocellulose) will be maintained by the Chicago Lacquer Laboratory by whom all permanent lacquer assignments will be made. The Chicago Lacquer Laboratory is also responsible after October 11, 1951, for all permanent Automotive assignments. (This is for the reason that after this date. Automotive permanent assignments must have numerical sequence.) The Chicago Varnish-Resin Laboratory will be responsible after this date, August 25, 1956, for all permanent PC&C assignments. The Experimental Assignment Registers will be located in each develop ment laboratory and experimental assignments will be made independently by that laboratory. See IX, Chicago Experimental Assignments. VI. MASTER INDEX CARD FIIE Files have been distributed to the PV&L Laboratories to supply crossreference directions to the proper index when the finishing material is not named in the index. VH. WRITING OF CIASSIFIED ASSIC-I^-ENTS A space should be left before and after the Color Symbol in typing or writing classified assignments. For example, p63 N Ciu VIH. ORDERS Orders for PV&L Products, placed upon Production Departments, must carry Classified Assignments. Laboratory batch or ``cost-purpose" identification are not accepted by Production Department -- refer orders to PV&L Laboratory for Classified Assignments. IX. CHICAGO EXPERIMENTAL ASSIGNMENTS Since there are five development laboratories at Chicago, there is a possibility that one laboratory might receive a request for a development that is part of a complete finishing schedule, and which properly belongs to a Chicago Laboratory who exercises control over that type of formula tion. Chicago Control Laboratories are shown after the indices of the products. Only the control laboratory will issue experimental assign ments for that index product. X. GOVERNMENT SPECIFICATION VS NON-GOVERNMENT ASSIGNMENTS (issued originally as a bulletin dated 2-6-52). Apparently there is some uncertainty among the PV&L Laboratories* personnel as to when and when not a government index for a product assignment should be used. The word "government" applies to Federal, State or Municipal agency. There are a number of possibilities: 0007-PMC-000000091 X, GOVERNMENT SPECIFICATION VS, NON-GOVEHNMENT ASSIGNMENTS (CONTM3) 1. Any product formulated to meet a government specification and sold to government agencies will be given an assignment from the 90*s. 2. Any S-W product whose composition, label analysis or other technical information is accepted by a government agency as a specification, will be given an assignment from the 90's. 3. If an Industrial, Transportation, or other non-governmental ^ type customer is .^orating on a government contract or sub- contract, any cf .= vr p./odacts sold to him for that contractor or subcontractor s neotir.;: a government specification will carry an assignment fr 90*;: h. If a non-govemmeitu customer (that is. Industrial, Transportation etc.) describes^his own requirements in terms of a government specification, active or historical, the assignment meeting his requirements mil be taken from other than the 90*8. (Another way of describing this possibility is that the customer may be too lazy to write his own requirements and has borrowed a government specification as a means of expressing his requirement) 5. Whenever a government agency orders a quantity of paint and no government specification is involved, the paint product will carry the S-W non-government assignment, e.g., S.W.P., Porch & Floor, Semi-Lustre. EL. COMPOSITIONS A* Chemical composition has been used as the basis for subdivisions of the Formula Classification only with respect to Lacquer (nitro cellulose) and Synthetic-Oleoresinous vehicles, andd.n 'a very few instances where composition is the only ready basis for grouping. Composition is influenced by too many factors to remain static or stable for very long time periods whereas Product or Product Finishes apparently have greater life, A drum enamel was of natural resin composition a few years ago, is alkyd today, and may be vinyl, or other compositions tomorrow, but for purposes of classification, it remains "Drum Enamel". The Institutional Lines are additional examplea, for purposes of Sales, Manufacturing, and Accounting the "Line" remained fixed even though the chemical composition may have a great number of revisions. B. Composition is not the basis of Classification unless specifically covered by an index. The formulator then should not let composition be the deciding factor in the selection of the proper index; e.g., the vehicle of a special color for finishing enamel for Passenger Cars might be the same as the Kem Lustral liquid, but the index would not be F6 (Kem Lustral).
