concentrations of aix*borne asbestos p articles at th eir L os A n geles shipyard.
In accordance with Todd P u rch ase O rder L A 25336, m onitoring was undertaken
to provide data fo r com pliance w ith the occupational health and safety standards,

SUMMARY OF RESULTS
'
W ith the exception of the gasket cutting operation, sa m p le ,re su lts indicate that the concentration of airborne asbestos fib ers is in excess of the quantity allowed for ceilin g or sh o rt-tim e concentration by O SH A standards, . Control of fiber emitted or personnel protection w ill be required.

The sam pling method used does.not sp ecifically determ ine the ce ilin g concen tration but does determ ine a very short tim e concentration. B y sam pling im m ediately before, after and during the generation of airb orn e p a rtic le s , an indication of ceiling concentrations is obtained.
T est results indicate that ceiling concentrations w ere defin itely exceeded in th e H u ll 100 A r e a and in the Jo in e r Shop when no c o n tro l w as u s e d . T h e 8. 2 fib e rs per cubic centim eter m easured in the Jo in e r Shop when using a saw w ith a vacu u m attach m en t, in d icated that the upper lim it o f 10 fib e r s w as probably exceeded during the period when actually cutting.
The fib er concentration at the asbestos gasket cutting operation w as w ell below both the m axim um allow able and 8 hour exposure lim its .
The resu lts show that a person w itnessing a m arin ite cut in the Jo in e r Shop
or entering the H ull A re a of a ship where m arin ite has recently-been cut probably
has exposed h im self to a level of asbestos fib ers greater than allow ed by the
standards.

Since the eight-hour tim e-w eighted average is only ap plicab le when the m axim um co n ce n tratio n is le s s than 10 fib e r s p e r cu bic c e n tim e te r , c o n tro ls or p e r s o n n e l protection m ust be provided at a ll areas, except at the gasket cutting m achine, regard less of the duration of exposure.

R ECO M M E N D A T IO N S
The O SH A standards a re such that there are two ways to m eet the com pliance regulations. The fir s t is to control the fibers at the source using vacuum s, ventilation, and sp e cia l tools or handling the asbestos fibers wet. The second method is to let the fib e rs get into the environment and control personnel exposure by re sp ira to rs, sp ecial clothing, change room s, lock ers and m edical examinations.
The regulations specify that the exposure lim its shall not be achieved by the
use of resp irators or shift rotation except during the time of installation of
engineering controls and in situations where engineering controls are technically
in feasible or feasib le to an extent that is insufficient to reduce the concentrations
below the p rescrib ed lim its . The key words are "technically infeasible" which
at this juncture have not been well defined.
We believe that controlling airborne asbestos in the Joiner Shop by engineering
methods is technically feasib le; controlling the fibers aboard the ship by
engineering methods m ay be technically feasible. We believe that a combination
of engineering and hygienic controls could be developed to satisfy the OSHA
requirements aboard ship.

In the interim between now and the tim e engineering controls a re in stalled, we
recommend the following steps:.

TEST METHOD

A ll testing was done in accord ance w ith the standards outlined in O SH A Standard 2 9 C F R 1910.93a P a ra g ra p h e.
A ir from the breathing zone of an em ployee was drawn at 2.04 liter/m in u te through a m illipfore filte r during and after the asbestos or m arinite cutting o p e ra tio n . A ft e r 15 m in u te s , the a ir flow w as shut o ff.
The sam ples w ere analyzed using phase contrast illum ination.
