ETHYL CORPORATION OP CANADA LIMITED Memorandum of Meeting *rt.th Division of Environmental Hygiene Department of public Health Halifax, Nova Scotia Subject: HIGHER TETRAETHYL LEAD CONTENT IN MOTOR FUEL The meeting was held on Wednesday, January 27, I960 at 3:30 P.M. in the office of Mr. R. Donald McKay, Director, Division of Environmental Hygiene. Present were Mr. McKay, Mr. H.J. Phllp and Dr. D.R. Warren. Dr. J.S. Robertson, Deputy Minister of Health was unable to attend. Mr. McKay's duties apparently lie chiefly in the field of sanitation, but industrial hygiene is also one of the activities with which he is charged. . Mr. Phllp introduced the discussions with the economic justification for the plan to increase the permissible limit of tetraethyl lead to 4 mis. per U.S. gallon, pointing out certain economic advantages and the value in allowing this additional flexibility to the refining customers. Mr. McKay displayed considerable Interest In the technical aspects of automotive engineering but admitted that his Industrial hygiene activities had not included a wide pursuit of the subject. Field work in collection of air samples about Sydney, IT.S. where air pollution from steel smelters is a concern, and studies of the lead content of Nova Scotian acid waters embraced his main Interests to date. 0003383 - 2- Nova Scotia Department of Public Health ffeeting 27 January, i960_________ He had not perused the U.S. Public Health Service Bulletin #712, "Public Health Aspects of Increasing Tetraethyl Lead Content in Motor Fuel'1, which v/e had sent him. Dr. Warren outlined some of the hygienic aspects of increase in tetraethyl lead, pointing out that there seemed no significant additional health hazard involved to employees handling the material, or to the public health. He emphasized the interest that Ethyl Corporation of Canada Limited, as well as Ethyl Corporation, had displayed over many years* successful operation in industrial hygiene generally and tetraethyl lead in particular.
