Conrad reported the 1983 TRR was .696. Ten recordables for 1983 was a new record. There were no lost work days. MFI had a 0.98 TRR in 1983, the best in Monsanto. Therefore, the safety performance was excellent. The 1984 safety thrust will be contractor safety. PMSB agreed to the contractor safety program as outlined by Baca in the last meeting. There were no revisions or suggestions presented by PMSB. The final 1983 SHAC meeting (the 1983/1984 SHAC coordinating meeting) will be held at the La Quinta Inn on January 25, 1984, beginning at 8:30 a.m. G. L. Tromblee will talk to the group at about 11:00 a.m. New Business The January/February safety syndrome was discussed. It was agreed that emphasis should be given to renewing safety awareness through the quarterly inspection. Several bicycle violations have been noticed in the plant - mainly from maintenance people. Bailey will discuss this at the next mainte nance staff meeting. W.Al--, W. W. Latimer /mt Attachment SC 001132 LAM002332 STATUS OF SHAC ACTIVITIES PMSB Report - January 18, 1984 Hourly Safety Committee Meeting (December) --Due to lack of attendance resulting from the holidays and the freeze, the December meeting was not held. --New HSC will meet and elect new chairman - January 31. --New HSC members: Larry Bonds - Material Handling Charlie Davis - Pipefitter Oscar Jordan - Carpenter James Platt - Operating Engineer Fourth Quarter Safety and Housekeeping Inspection --Inspection delayed one week because of post freeze problems in plant. --Now scheduled for January 16 to January 27. S&PP Inspection --Dust, dirt, and excess parts inside of instrument cabinets Only instrument men and electricians allowed to clean up inside cabinets. Instrument/Electrical Department has plan for cleaning inside of cabinets but normally has to be done during shutdowns. --Guards around polycarbonate and glass bowls under pressure. SHAC alert has been issued. STOP Program --SHAC concludes: STOP program is a success. STOP has been a positive influence on the plant safety perfbrmance. --SHAC Recommends: Cards should be used for at least one more year. Card quotas should be at the discretion of each General Superintendent. (Not unanimous--a minority thought that quotas should be mandatory.) Unit Laboratories --There are still four units which have not requested a laboratory safety inspection by the Technical Center Safety Committee. SC 001133 LAM002333 Status of SHAC Activities Page -2- Simulated Emergency Procedure Drill --SHAC recommends that the next emergency drill involve a major HCN spill in the plant. (Conrad and Howe will help LP&S write the scenario.) Safety Shower and Eye Bath Freeze Protection --SHAC recommends that the long range solution to the problem be considered by the new SHAC. --As an interim solution, SHAC feels that the plant is better off blocking and draining potable water lines when temperature drops below 25F. Plant Safety Performance Award --SHAC recommends that windbreakers be issued plant employees in recognition for the outstanding 1983 safety performance. Windbreaker should have only small logo on front of jacket acknowledging safety performance. New SHAC --Old and new SHAC will meet at LaQuinto Inn on January 25. Two committees will meet jointly in the morning. New SHAC will develop goals and plan following Plant Manager's presentations in the afternoon. Harry 1-17-84 SC LAM002334
