The program is intended to help LEPCs develop and evaluate their emergency response plans to effectively deal with hazardous materials transportation incidents. The workshops will provide guidance on how to: encourage partnerships between citizens and industry to develop an understanding about the hazardous materials moving through their communities; help emergency planning groups identify the general types of hazardous materials moving through their communities; provide guidance for local officials to develop/evaluate their community's emer gency response plan; and assist with training and testing foi emergency preparedness. The target audience for these workshops is chemical producers, distributors and carrier personnel from all modes of transportation-- rail, highway, water, pipeline and air. WHY IS IT IMPORTANT TO PLAN FOR A HAZARDOUS MATERIAL TRANSPORTATION EMERGENCY? Outlining what to do in case of a hazardous materials transportation emergency is a necessary part of every community's emergency response plan. A c ommunity may not have a chemical manufacturing facility or chemical warehouse nearby, but it could be on a hazardous materials transportation route. There is a demand for chemicals and their transportation because the end products are an important part of society -- agricultural products; consumer products such as shampoo, make-up, laundry detergent; medicine; construction materials; automobile fuel; and clothing, among many others. lust as chemical manufacturing and transportation are an integral part of modern civilization, community emergency preparation should be, too. The chemical and transportation industries are committed to helping local communities prepare for hazardous materials emergencies. 14/h'O SHOULD BE INVOLVED IN LOCAL EMERGENCY RESPONSE PLANNING? Local Emergency Planning Committees (LEPCs) are responsible for developing, testing and modifying community emergency response plans.
