I was very happy to receive your kind invitation on behalf of the AIA/NA to attend your third Annual Conference on September 8-9 in Washington.
I should be happy to undertake the assignment you have proposed. Your kind offer to bear the expenses of my transportation, billeting and meals is a great help since the IAIC has no adequate resources to meet such expenses and I am reluctant to charge the U.K. organisation or my own company with expenses arising from my position of Chairman of the Standing Committee, although I am sure they would be prepared to do so if necessary. However, it does mean that I can promptly and without consultation accept your most welcome invitation. Atlast I shall be able to see Washington:
There will certainly be a great deal of interest to our members particularly having regard to the OSHA hearings on the proposed revision of standards. As you will have gathered from Harry Hardie and others, we have been having a very difficult time in this country and I hope that by the time of my visit I shall be able to tell you how or if our efforts have been successful in stamping out the adverse publicity.

Notice of Meeting of Directors Annual Meeting and Third Annual Industry-Government Conference
The Annual Meeting of the Association will be held immediately following a meeting of the Board of Directors on Wednesday, September 8. The Board Meeting will commence at 9:00 A.M.. The Association's Third Annual Industry-Government Conference will convene at noon September 8 and continue through mid afternoon Thursday, September 9. The meetings and Conference will take place at Stouffer's National Center Hotel, Arlington, Virginia. (Five minutes from the Washington National Airport on Jefferson Davis Highway.)
Bill Thurber, Union Carbide Corporation, is chairman of the Conference.
A copy of the tentative Conference program is attached.
Attention to the enclosed registration form is invited. A block of rooms has been reserved at Stouffer's. Costs involved for members attending the meetings and Conference (two lunch eons, reception, breakfast, and proceedings) will be absorbed by the Association. Members are encouraged to invite appro priate representatives of their companies to the Conference. Companies are requested to limit attendance to three persons other than program participants. It is anticipated the Association's Standards and Technical Committee personnel will be included in member representation. A charge of $50.00 must be assumed by members for each guest (non-member repre sentative) attending the Conference.

This is in furtherance to our conversation this date regarding our invitation to you to participate in a dust control panel during the Third Annual Industry-Government Conference spon sored by this Association. The Conference, attracting some 175 industry, government and labor representatives interested in the asbestos-health issue and means for controlling dust in the work place, will be held at Stouffer's National Center Hotel September 8-9. A copy of the pre-printed program is enclosed as are the proceedings from the Conference of last year at which Joe Wagoner represented NIOSH. As you will see, our program format is slightly different this year. Steve Bryant will represent NIOSH on the monitoring panel.

We are very pleased that you will be with members and guests of the Association on Wednesday September 8 to parti cipate in our Third Industry Government Conference. The Con ference will be held at Stouffer's National Center Hotel on Jefferson-Davis Highway, Arlington. We expect approxi mately 175 attendees.
We have scheduled your remarks at the beginning session of the Conference. Our annual meeting will be held in the morning. Following the annual meeting there will be a reception and luncheon beginning at 11:45 A.M. to which you are cordially invited.
The enclosed copy of the 1975 conference proceedings will be of interest to you as to purpose and format of these annual conferences. Of special interest to our members this year will be panel discussions on dust control and monitoring of asbestos dust in both the asbestos manufacturing and construction industries. We would appreciate hearing from you such remarks as you might wish to extend on legislation affecting the asbestos industry and on labor's role with management to assure a safe working environment for the asbestos worker. In accordance with our phone conversation last week, I am forwarding herewith the information we discussed that, hopefully, will assist you in preparing for your participation in the AIA
dust control panel next month. Included are copies of the two
papers from which Messrs. Goldfield and Trosper are expected to extract the predominant part of their presentations. Also included is a copy of the Curtis/Bierbaum report for NIOSH on technological feasibility of achieving the OSIIA 2 fiber standard in asbestos textile operations.
From my file I have supplied some information on dust suppression liquids, use of foam and watersparays, water jet and laser Machining, and some recent developments cfn brake service dust control equipment^
I have been in contact with Mr. James Gideon at the NlUan Division of Physical Sciences and Engineering at the Taft Laboratories in Cincinn ati regarding investigation of equipment and methods for improving asbestos dust control, particularly for brake service operations. I believe he or his associates can fill you in on the work they are do ing and the plans they have for evaluating vacuum cleaners and other equipment for minimizing worker exposure to asbestos and other toxic
materials.
For our dust control panel program, I suggest you be prepared to talk for 10 to 15 minutes on the following:

The Asbestos Information Association/North America was founded in December, 1970 bringing together for the first time companies and corporations involved in the manufacture, processing, mining, milling and selling of asbestos for the multitude of products and uses of asbestos in our industrial society with primary objectives to: provide industry-wide information on asbestos and health; exchange information on methods and techniques of asbestos dust control and cooperate with government agencies in developing realistic standards for exposure to asbestos fibers.
This meeting, the Third Annual Industry- Government Conference, attests to the interest in and accomplishments of our Association. It is a pleasure to welcome you. We believe

we have a program of high interest to all of you. We believe
you
will leave this conference with an even better under
standing of the problems faced by the asbestos-using industry
and the work being done to solve these problems. We look to
your continued support. We welcome additional members to assist
us in the work of the Association. We hope you will ask questions
of our speakers and feel free to communicate with the Association
whenever and however we can be of help to you.
I wish to thank all of you for being here today and in particular to express the appreciation of the Association to the outstanding group of experts who will speak to us during the course of the Conference.
It is now my pleasure to begin the conference by in troducing our first speaker.
Dr. Andrew W. Breidenbach was confirmed by the Senate as assistant administrator for the Environmental Protection Agency in December of 1975. He is responsible for the offices of water planning and standards, water programs operations, water supply, pesticides programs and toxic substances in EPA. He comes to his demanding position with outstanding credentials. His undergraduate work at the University of Cincinnati was in the fields of chemistry and zoology. He received his masters degrees

and doctorate from the University of Florida in biochemistry
and cancer research. Before coining to Washington as EPA assistant
administrator, he was Director of the National Environmental
Research Center in Cincinnati.
Other assignments in his
distinguished career include Director of the Division of Research
and Development for Solid Waste Management with the Department
of Health, Education and Welfare, and assistant Chief of Air
Pollution Training for the Public Health Service at the Robert
A. Taft Sanitary Engineering Center in Cincinnati where he
directed graduate level training for scientists and engineers.
Dr. Breidenbach joined the Public Health Service in 1956. He
began his environmental career as chief of the Chemistry Division
of Maryland's State Health Department in 1953.
Dr. Breidenbach is an international authority in a
number of environmental areas. He has served as a leading
consultant for the World Health Organization, has lectured before
scientific groups both in the United States and abroad, is the
author of many scientific articles and reports and a member of a
long list of scientific and professional societies.

To begin this afternoon'; session, we are pleased
to present the medical advisor to the Association, Dr. Hans
Weill, Prefessor of Medicine, Tulane University and international
authority on pulmonary disease.. We had _

Weill speak a bit later in the program but in his capacity as
president of the American Thoracic Society he must leave for
San Francisco later this afternoon to attend a meeting of that
group. We appreciate the kindness of Mr. Jack Sheehan in accepting
the change to this schedule.
Dr. Weill received his early medical training at Tulane
graduating with honors and being named to Phi Beta Kappa. He
interned at Mt. Sinai Hospital in New York and subsequently practiced
and taught in Charity Hospital, Veterans Administration Hospital
and U.S. Public Health Service H

with us an outstanding spokesman Scorn organized labor. Jack Sheehan was appointed Director of the Legislative
Department of the United Steelworkers of America^1, AFL-CIO in 1967. He is concerned with all aspects of lobbying and legislation on the national level. Since the passage of the Occupational Safety and Health Act, he has served widely as a lecturer and instructor on occupational safety and health matters. He is board member of the National Advisory Committee on Occupational
i1/-!. s-z y --,, Safety and Health (NACOSH) and a member of the Board of Directors of the Occupational Safety and Health Institute. A graduate of St. Joseph's College with BA and MA degrees, h<i has been on the administrative staff of the Steel Workers sinae 1951 serving as special advisor and consultant in education and training programs and later as international auditor. He came to the Washington office of the Steelworkers in 1959.^ He has served as treasurer of the t^tional Civil Liberties Clearing House and is his union's representative with the Leadership Conference on Civil Rights. He is an initial member of the board of the Consumer Federation of America and chairman of the National Air Conservation Commission, an organization sponsored by the American Lung Association.

Meanwhile a standard for exposure to asbestos in the construction
industry is in the developmental process. The Association has
^ urged OSHA to defer action on the proposed revision to the
general or manufacturing standard until after a proposed con struction,, regulation has been published ari^lts potential impact
measured. This morning we are priviledged to have with us two
special representatives from Dr. Morton Corn's office to discuss OSHA's asbestos standards. The Association has worked closely with both of these men and they are known to most of you.
Grover Wrenn has seryed a-s chief of the division of
health standard development since he joined OSHA in July 1974.

He has the very difficult assignment of directing the development
and promulgation of OSHA health standards and determining standards-
sstting priorities.
Immediately before joining OSHA, Grover was a research
associate at the University of North Carolina where he assisted
in the establishment of the University's Occupational Health
Studies Group and additionally coordinated the activities of a

research team to conduct occupational health studies in the rubber industry. He has worked as an industrial hygienist for IBM Corporation and with the Boeing Company and was a partner in consulting firm offering services in air pollution control, industrial hygiene survey^ and occupational health
programs. He attended Eckard College, Clemson University
and received his master? degree in public health from the

of science degree in industrial hygiene from the University of Oklahoma and is a fellow of the American Board of Industrial
Hygiene, Service.

He joined the staff of the National Chamber in January 1974 as labor relations attorney and then served as director of consumer affairs before succeeding Rick Berman, a speaker at our first IndustryGovernment Conference. Yesterday we heard from Jack Sheehan, a man who spends much of his time on the Hill and with various departments and agencies of the government, representing the interests of organized labor. Today, we will hear from another expert in government relations in this instance representing the interests of business and industry. Dick we are glad to have you with us.

I am confident that our first speaker this afternoon has travelled the longest distance to be with us and we are, of course, very appreciative of his accepting our invitation to come. Mr. Alex Cross is now in his 30th year with Cape Asbestos Ltd.

management.
He has served, as manager of
various asbestos plants in Great Britain. An original member
of the Asbestosis Research Council since 1957, he formed the Environmental Committee of ARC in 1968 for development of
guidelines in use of asbestos and asbestos-containing products
for manufacturers and consumers. He has worked intimately with the
Asbestos Information Committee in the U.K. which was also
formed in 1968 to speak to the public concern on asbestos-
health issues.
In 1975 the International Asbestos Information Con
ference was established in order to facilitate an exchange of
relevant information on asbestos-health issues on an international
basis. Mr. Cross was named the chairman of the standing group
of this body now consisting of 14 countries in its membership.
He serves on a number of important European councils and con
federations dealing with occupational health and environmental
affairs.
It is indeed with much pleasure to introduce Mr. Alex

On behalf of the officers and directors of this Association it is my pleasure to invite you to attend the AIA/NA Third Annual Industry Government Conference to be held September 8-9 at Stouffer's National Center Hotel in the immediate Washington, D. C. area.
We would like for you, as Chairman, Standing Committee of the International Asbestos Information Conference, to speak of the various national regulations and their economic effect; new developments in dust control and monitoring techniques; and such other remarks as you might wish to extend including comments on public reaction to adverse publicity and effective counter public information programs. We recall your talk before us in St. Paul last year and those kinds of remarks would be most fitting. You will be our only "foreign"speaker. We suggest about 45 minutes for your presentation. Our program will emphasize the practical problems in the industry with panels on dust control and monitoring. We expect about 200 in attendance. I will for ward a copy of our program in the near future.
