Grosvertor 6030. 4th August, 1960 Dear Bob, Jack Batchelor, the Manager of our Australian office, who arrived in London today for a short stay, tells me that the Health Authorities in both Australia and New Zealand have been contacted on the subject of T.M.L. No objections were raised and no difficulties are foreseen. I thought you might like to have this information right away in view of the letters which you recently sent to Dr. Fairley and Dr. Welton-Hogg. We have heard nothing further from Dr. Drummond since his letter of the 14th July, a copy of which I sent to you on the 28th July. I am enclosing a short memorandum on Switzerland which follows upon David Roffey's visit there on the 27th July. The position is exactly as expected and, whereas I do not foresee any difficulty, there is no doubt in my mind that the Swiss Authorities will take their own good time to settle this matter to their satisfaction. Pat Barry is due back next week and as soon as he has got himself settled in again he will make plans to visit Spain, Portugal,. Greece and Turkey, which will clear up the Western European countries. W i t h B e s t Wij es, Sinc^ lely, Dr. R.A.Kehoe t f E 0008247 N9644 THE ASSOCIATED ETHYL COMPANY LIMITED TML - SWITZERLAND Talks were held on the 27th July with Professor Hogl, of Berne, the present President of the Lead Committee, and with Professor Hogger, of Zurich, the probable future President. No decision has yet been reached by the Lead Committee as they have not held a meeting since June. This is partly due to the holiday season and partly to the time required to circulate the literature, left by Dr. Kehoe, to all members for consideration. It is their intention to call a meeting at the end of August, or early in September, at which will be discussed the final report on TEL, which has been requested.by the Federal Government, and at the same time to reach a decision on their attitude towards TML and make appropriate recommendations to the Government. My impression was that there will be no opposition to TML on the part of the Committee but that they want to take their time and above all to avoid adverse public reaction. If the Committee reach agreement it will then be necessary for them to submit to the Government a proposal to change the wording of the law since as it stands at present TEL only is specifically mentioned as being permitted in imported gasoline. Professor Hogger wishes to collaborate with Professor Brunner and Doctor Ruf of EMPA to carry out some tests in Switzerland on TML in order to check on present findings and be able to submit their own data on toxicity, etc. to the Government. We shall probably therefore receive a request soon for some cans of TML to this end. In the meantime Professor Hogl has decided to order CARBURA to advise all gasoline importers that until Federal approval has been obtained importations of gasoline containing TML will not be allowed. 3rd August. 1960.
