,1'i 3D- sum Association 201 North Wells Street, Chicago, Illinois 60606 (312) 726-5675 September 5, 1973 TO THE SPECIAL COMMITTEE ON JOINT COMPOUND Gentlemen: A task group of the special committee met in Chicago on August 28, 1973 to interview representatives of four testing lab oratories and subsequently select one capable and qualified to carry out the collection and analysis of joint compound dust samples. Keenan, George D. Clayton and Associates, Southfield, Michigan appeared at 10:00 a.m. Detailed questioning revealed that he had experience, capability and a qualified laboratory to perform all the sampling and analysis required. Mr. E. Slagle, Environmental and Safety Services Company, was accompanied by Messrs. C. Wolfe and J. Gropenthien of Biotest Laboratories, Northfield, Illinois at 11:00 a.m. The Biotest repre sentatives seemed more attuned to biological testing, and lacked sufficient field equipment and laboratory procedure experience for our particular needs. Another disadvantage seemed to be the sub contractor relationship of Biotest to Mr. Slagle's Company, who would be issuing the test reports without direct participation in the sampling and analysis. At 2;00 p.m. Mr. R. W. Satterfield of National Loss Control Service Corporation met with the task group. He was knowledgeable and experienced in our testing needs, but his facilities lacked equipment to perform X-ray diffraction analysis and he expressed a reluctance to witness and report this method at another laboratory. At 3:00 p.m. Dr. McCrone of Walter C. McCrone and Associates, Chicago was interviewed. Dr. McCrone's knowledge in this field of testing was detailed and sophisticated far beyond the proposed Macro program of the Association. Also, he proposed to use equipment of KG-0109 2 his own design that might not be consonant with OSHA requirements and therefore difficult to relate to OSHA methods. Following the interviews, it was the consensus of the task group that George D. Clayton and Associates be selected to conduct the test program. Mr. Soule of that organization will be at the test site to conduct actual test sampling. In other discussions the committee determined the program would be as follows: Monday, September 10, 7:00 a.m. - H. B. Carlsen will meet with the contractor to coordinate truck loading of products, delivery to test sites, observe joint treatment, mark houses, and generally prepare the program with the contractor prior to task group arrival late Monday evening. Reservations have been made for the task group at Sheraton Inn - Denver Airport 3535 Quebec Street. Mr. Soule of Clayton & Associates will be staying at the same hotel. Tuesday - Task group to meet with contractor, set up gravimetric Hi Vol background instrument in the basement of one house, run through test project. Six dry mixing tests will also be run. Wednesday and Thursday - Joint sanding tests. Mr. Soule to monitor sander and collect dust samples for analysis. Task group to observe, but not all together in one group at each test house. Samples to be taken are three personal and two room measure ments as follows: 1 personal asbestos (may be 2 samples) 1 personal respirable dust 1 personal total dust 1 Hi Vol for free silica I Hi Vol total dust It is estimated that the test will run 1 to 1 1/4 hours in each house. The sander is to perform in his routine way starting with clean sand paper in each test house. Additionally, Mr. Soule is to record the temperature and humidity at each house, and record the -3- grade and grit of sandpaper used. Following analysis two reports are to be prepared. One for asbestos and one for total dust including free silica, and other identifiable materials. A preliminary report is due in the Association the week of October 8. All committee members planning on attending, should bring hard hats, safety shoes, goggles and work clothes.
