I have informed -Johnson that the entire plant must be completed before the fluid can be released* I personally feel that they would complete necessary work: should tho fluid i released before all details of construction are completed but further fool that wo should withhold release until all work baa been done* Standard Oil began cleaning operations on their tank ho. li| buffalo Side, Whiting refinery* This ia a small GO* x 50*, '-,654 bbl*, vertical tank, with a floating roof and is used as a leaded aviation gasoline shipping tank* TUS3DAY Called at the Standard Oil Company{Indiana) shiting refinery to inspect tank ho* 11 and observe cleaning operations on tank Ho* 31 which were initiated this aorning* Tank Kt>* 51 is to be cleaned and di&santled as discussed in ay weekly letter last week* Ahen I looked in the manhole of tank iio* 11, a at rang odor of fluid was present* -i'hie tank had bfen thor oughly cleaned* I entored the tank and carefully inspected it* The tank was absolutely free of all aludgej even the surfaces at the wall and floor seams wese cleaned down to dry sea la. dome loose, dry t'A0J> scale was present on the roof at the manhole opening but this had the appearance of dry iron rust* This tank has three manholes; two in the walla and s in the roof* Hence, ventilation ia excellent. This being a susall cleaning job, excellent work had been done and the only method by which the ta nk could have haen ..nde more clean would Have been to build scaffolding and scrape the entire surface. These are inserted into the tank through the manholes and supplied with high pressure steam. The sludge is drawn through th oductora and heated above ita melting point. During the recent low level of activity in tho heavy industries in this area, one refiner build up such high in ventories of heavy fuel oils and road oil that it was necessary to store it in several large gasoline base stock tanks# Aftar tho inventory had been reduced and it was desired to replace the tanks in white gasoline service, a cleaning problem presented itself* Conventional cleaning would, have consisted of building scaffolding in tho tanka so that the entire surface could bo washed and wiped to a clean surface. One foot of white tractor fuel was placed in tho tanka and the spray system operated for a Cow hours. The tanks were thoroughly cleaned by one wash and gasoline placed in tho tanka did not lose a single point in color ---- and th job coat less than 41,000 per tank. Cno largo refinery in the Chicago area covers considerable territory and duo to spills, line leaks, etc. much oil ia lost into the ground. This not only causes serious sewer contamination (sewer oil bain;* recovered in separators) but also other diff iculties. He ia ordering another engine and will be able to keep it on CF3-U service. This probably accounts for the fact that hia results deviate considerably from our Detroit Laboratory results, for example, Hr* Krause blends for SO.3 CPH--M ethyl at tho refinery. Cur lab finds samples consistently below 80. I requested that Dr* Krause write directly to our hr. C.L. Davidson in Detroit and attempt to work out satisfactory analytical methods. .Do doubt much of the difficulty encountered with sub-standard camples from thia refinery has been caused by the fact that Or. Krause's analytical procedures have boon in error in Globe's favor; io, gum determinations low and octane ruxauora high.
