Dear Loyal: I would like very much to have your consent for a visit to the Medical Department of your company on the part of my associate, Dr. William F. Ashe, and I would appreciate your willingness to give him any assistance that might he required to have a more or less comprehensive view of your medical operations and activities. There are two reasons behind this, and I shall he quite frank with you since, despite "our long friendship.and conventional medical amenities, I should not feel that I could impose upon you or your associates by having anything obscure in our intentions. As you are probably aware, we have been working with American Steel and Wire Company on the Donora problem, and we have wished to give them the benefit of every bit of advice and assistance in the solu tion of their problems in the plant as well as in the community. We believe that they require a much more comprehensive and active medical organization than they have had in the past, and we feel that your set-up is probably the best and most practical in the steel industry Therefore, it seems wise to have some understanding of what you are doing# why you are doing it and how it works out. It seems to us that the steel industry as a whole is somewhat on the spot in connection with an incident like the Donora matter, and that we should obtain the best information available. I may say that another reason for our interest is in our purpose of finding suitable industrial medical organizations for residencies on f our graduate students. For this reason we have been taking advantage of such opportunities as we could to survey present industrial medical groups. If these urposes are not objeetionable to you, and if you are willing to let Dod tor Ashe into your secrets, he would like to come on for two or ihr ee days, or for whatever period may be necessary, some time during the month of September.
