He and his administration launched an international war on fossil fuels that targeted coal, oil and natural gas and favored wind and solar power alternatives. He was able to acquire substantial stock holdings in these "green" and "renewable" power sources, and naturally promoted their use. As independent designers of steam-electric locomotives and similar rail mobile electric generating plants, we had become acutely cognizant of the recent efforts by the Federal government to discourage the use of coal and oil. The government had been blaming "Global Warming" on the use of these carbon based fuels. We had been researching other methods of generating steam that would not require the use of these fuels , and were investigating a number of electrically-powered means. When we plugged in "Electromagnetic Weather Control" (see 'It Will Pass - Electromagnetic Weather Altering' www.itwillpass.com/nwo weatheraitering.shtmi) we found that the U.S. Government's "High Frequency Active Auroral Research Program (HAARP) and the Russian government's "Woodpecker" project were a top secret joint venture that apparently has had significant long range connotations. As stated in the above referenced article, "Starting in the late 1960s, U. S. and Soviet scientists began a series of joint efforts to warm up the Arctic (documented in Lowell Ponte's 1970 THE COOLING). At the Vladivostok Summit of 1974, U. S. and Soviet leaders concluded a secret agreement designed to promote global warming. On July 4th, 1976, the Soviet Woodpecker ELF (extremely low frequency) system began weather engineering operations. By the late 1970s, the United States joined in by transmitting its own weather modifying ELF signals. "The 6/21/77 NEW YORK TIMES reported that the U. S. shipped a 40-ton magnet (the largest in the world at that time) and a team of American scientists to the Soviet Union. Each of the magnets reached peak magnetic fields of nine teslas, about 180,000 times the value of earth's relatively feeble field. Fields of such high intensity GENERATE ENORMOUS MECHANICAL FORCES." The electromagnetic technologies developed jointly by the U. S. and Russian scientists have a number of significant capabilities. Some of these are: 1. Change the weather by redirecting the very high wind patterns, to steer the jet stream; 2. Disrupt communications all over the world; 3. Virtually lift part of the upper atmosphere; 4. Construct 'plumes of atmospherical particles to act as a lens or focusing device' for sunlight, to heat a specific part of the earth and to manipulate local wind patterns; 5. By controlling local weather patterns, bring rain to dry areas, or alter the summer storm patterns in certain areas to create excessive precipitation; 6. Affecting the earth's magnetic field, which could affect the speed of the Earth's rotation or orbital path; 7. Creation of severe weather at will, such as hurricanes, tornadoes and tsunamis; 8. Creating, increasing or decreasing the electromagnetic field to control the frequency and severity of lightning strikes; 9. Controlling the frequency or intensity of earthquakes; 10. Controlling the intensity of solar radiation. The above capabilities have significant military strategic value, especially since weather damage could be caused without leaving "fingerprints". Who would know, or even suspect, that a 'natural disaster' might have strategic or even political agendas? Agricultural or industrial areas could be decimated in a relatively short time with minimal retribution to the instigator. Mr President, Please Turn Down The Thermostat, continued Page 3 The prospect of two (or more) world powers playing an unannounced "Tit-for-Tat" war game without the people in these countries even knowing that such a war was being waged, or a world government exercising 'population control' over vast areas of the world, is too horrible to even imagine. Patents on the electromagnetic systems indicate that weather control can be achieved by utilizing an ionosphere heating ELF system, and details on the pre-HAARP ionosphere heating systems reveal a NEW WORLD ORDER GLOBAL NETWORK OF SECRET WEATHER MODIFICATION TRANSMITTERS. The most powerful ionosphere heating ELF facilities (prior to the creation of the U.S. HAARP system) were constructed by the Soviet Union at sites in Sura, Gorkiy, Monchegorsk, and Dushanbe (Tadzhikistan). Western ionosphere heater ELF transmitters (at the time this data was first published) were located at Tromso, Norway; Arecibo, Puerto Rico; near Fairbanks, Alaska; and at Platteville, Colorado. It s to be expected that other sites have since been constructed and placed in operation by Russia, the U. S., and possible third party nations. In addition to the previously mentioned network of ionosphere heating ELF weather engineering transmitters, the U. S. government has also been running other secret ionosphere zapping generators inside America. A pre-HAARP system called the Ionosphere ReSearch Instrument (IRI) was set up at Mineral Wells, Texas. At Stanford, California, Stanford Research Institute has been running ionosphere modification programs. The official HAARP specification sheet reported that the U.S. has been running a "Brazillian Ionosphere Modification" transmitter. You will recall the serious nuclear power plant accident at Chernobyl, in Ukraine. (That nuclear power plant was built to provide electrical power for a Soviet Woodpecker ELF transmitter). Human error caused that accident. No one has a patent on stupidity. From the above it is abundantly clear that if there is a human cause for the alleged "global warming" climate change, it is the clandestine research and development projects of the Russian and U.S. Governments. They are causing long range environmental damage to the earth far greater than could possibly be caused by coal-fired or oil-fired power plants or our proposed steam-electric locomotives and rail-mobile electric generating plants. Every week we receive new reports of the increasing global temperatures affecting the Arctic and Antarctic ice melting, so it is obvious that the U. S. HAARP project and the Russian Woodpecker system have been successful in warming the polar regions. We know that both the U. S. and Russian governments will wish to retain their electromagnetic weather control systems for strategic reasons. Maritime and naval interests want ice-free Arctic and Antarctic regions. However, the potential consequences of these technologies threaten the viability of life on this planet. If your home was suffering from overheating, we know that you would astutely turn down the thermostat. Our planet is being overheated, and we respectfully request that the Russian and U. S. governments (and any third parties) voluntarily shut down their electromagnetic weather control operations before they cause permanent and irreparable damage to the earth we live on.
