Reis Date February 14 1978 Copies Subject RESILIENT FLOOR COVERING FEBRUARY 9 - 10 1978 INSTITUTE MEETING GAF GAF has closed down Joliet and Houston floor tile They continue to operate plants at Vails Gate and Beach plants Long They do not think that the Armstrong sheet goods material with no backing will become popular They estimate that it represents only % of Armstrongs production GAF is evaluating replacements for asbestos in asbestos cement They are currently looking at cotton flock in Stratolite shingles but are not happy with the results according to Joe Hall They are concerned about asbestos in asbestos cement would like to eliminate all cutting and fabricating operations They would like to turn this over to an side fabricator in the St. Louis area if possible and out- They are urethane converting part of foam insulation the St. Louis plant to manufacture AMTICO - Bob Van Buren Amtico has closed their Los Angeles floor tile plant and operates only the Trenton N. J. plant Van Buren is not impressed with the Armstrong backed product He indicated it lacked flexibility for design KENTILE - Jack Clegg Kentile closed down their Torrance Calif floor tile plant but continues to operate plants in Chicago and Brooklyn They also manufacture solid vinyl tiles in South Plainfield KENTILE continued Jack indicated that J. C. Penny and Westinghouse have both requested that Kentile supply them with asbestos free tile Armstrong and Flintkote already have a product and Kentile is working to develop one MANNINGTON MILLS Mannington has developed a glass backed sheet goods flooring product but has no plans to introduce it unless forced to by government regulation or competitive promotional efforts with asbestos free products Art indicated that the glass backed product costs about 1.50 per yd more which represents a 10-15 cost increase He feels it does not have any properties superior to the asbestos backed product At the Friday morning Board of Directors meeting the Institute approved the formation of an ad hoc Asbestos Committee to review members recommended work practices and to prepare an Institute manual J. C. 20005 Dear Bob First let me congratulate you on an excellent meeting I think everything was handled very well in spite of the uncooperative weather I am sure you had a few tense hours on Monday and Tuesday before the storm passed over Enclosed are the Work Practices Manual prepared by the A Pipe Producers and a booklet A Pipe and Health which is used in conjunction with a 20 minute audio visual pro- gram As you may know there have been a number of articles expressing concern about drinking water transmitted through asbestos cement pipe and this program provides an excellent and factual response to these articles Although I do not feel that the flooring industry is faced with the same degree of concern in the market place you may find this program of general interest Bob I feel strongly that a Work Practices Manual similar to the Pipe Manual and substantiated with exposure data should be prepared by the Institute and distributed through all available channels to installers Also a simple one or two page flyer highlighting the Do's and Don'ts for installation and replacement should be prepared and distributed to all installers and outlets for resilient flooring so that it finds its way to the Do It Yourself handyman I would appreciate the opportunity to work with you and the committee in preparing this manual Just let me know what assistance you may need Best regards very Yours a J. Maurer President Clark presided at the meeting Mr. Maurer was appointed secretary Minutes of the Previous Committee Meetings Upon motion duly seconded it the Institute Committee Meetings held on which they were mailed to the members was voted to approve the minutes of October 30-31 1979 in the form in Introductory Comments President Clark time and special guests followed introduced members who were attending Discussions and Committee Reports as for the first noted below Asbestos Legislation Messrs John Lonnquist and John Autry of reviewed past and current legislative developments asbestos disease the Manville Corporation relevant to compensation for PRODUCED Joi 3 Government Affairs Report Chairman Jack Scheckowitz introduced Virginia Burdick and Faye White of the Government Research Corporation Such matters as Superfund Legislation for Hazardous Waste Regulation of Carcinogens EPA & CPSC Federal Trade Commission Voluntary Standards and Product Liability were discussed Of particular importance to members was the development relevant to formaldehyde which is now being pursued by CPSC & EPA as having carcinogenic effects in rats Formaldehyde is used in underlayment products such as plywood used by the resilient floor covering industry Environmental Protection Mr. Richard Guimond Branch Chief of the Special Regulation Branch Environmental Protection Agency addressed the membership on EPA's options for controlling carcinogens under the Toxic Substances Control Act Mr. Guimond pursued EPA's cradle to grave approach on asbestos and possible regulation of it by the end of 1980 Consumer Product Safety Commission Mr. Richard A. Gross Executive Director of the Consumer Product Safety Commission reviewed the Commission's policy on carcinogens The use of asbestos in resilient floor coverings was also discussed and based on current information Mr. Gross saw no immediate action on the matter by the Commission The Commission however is expected to issue a General Order for Submission of Information on Consumer Products Containing Asbestos shortly Resilient Floor Coverings are not expected to be noted in the general order Regulation of Chemicals Mr. Warren Easley Director of Regulatory Affairs for the Monsanto Company updated members on the moves by the regulatory agencies to control carcinogenic chemical substances EPA in particular has broad authority under TOSCA Toxic Substances Control Act to control the environment Technical Affairs Committee Report Chairman John Hanson summarized the results of the Institute's study on asbestos mresilient floor coverings done by SRI International Purpose of the study was to monitor for airborne asbestos fibers during conditions of use maintenance installation and removal of vinyl asbestos floor tile and for sheet vinyl monitor for conditions of installation and removal in asbestos sheet SRI Conclusions for Vinyl Asbestos Tile For use and maintenance there is no exposure to airborne asbestos fibers For installation and removal the results of the tests show that when recommended procedures are used the exposure to airborne asbestos fibers is substantially below the allowed OSHA limit and SRI Conclusions for Sheet Vinyl Results of the removal of adhered and unadhered asbestos sheet tests for installation vinyl when recommended procedures are followed show that the exposure to airborne asbestos fibers is substantially below the allowed OSHA limit Housing Market Outlook Dr. Michael Sumichrast Chief Economist and Staff Vice President for the National Association of Home Builders provided an industry In the short term housing starts will drop analysis for the housing considerable but are expected to pick up in 1981 through 1985. Recent study done by Dr. Sumichrast will be distributed to members through RFCI when available for RFCI President Clark also updated the resilient floor coverings for the remainder membership on of the year the specific outlook Despite a slight general turn down in new the demand for resilient construction the floorings strong overall vast remodel market will keep New Officers RFCI new officers for 1980 are President Jack Clegg Kentile Vice President James C.
