DUCOTE - #80 OSHA STANDARD 1910.92A - ASBESTOS Meausrements of airborne concentratieiis of asbestos have not been made since the original- measurements. Since the standard was issued, Beaumont has not applied any insulation containing asbestos. The only occasions where we may be exposed to asbestos is on the removal of old insulation. I have asked the maintenance areas to notify us for sampling when insulation is to be removed. During the brief period when there was a plant insulation crew, they were also requested to notify us when insulation was to be removed. In view of the fact I have' not been called to resample, one would assume that insulation is not being removed by plant people. I.do not believe this to be correct; therefore, EDS 7.6 is being revised to clarify respon sibility for monitoring. The procedure has also been reviewed for compliance with OSHA. We find no deficiencies but some out-dated requirements will be deleted. As for site compliance with the standard, we are out on one count and may be on a second. The standard and our procedure calls for an annual medical examination of all personnel who may be exposed to asbestos, but Medical did not agree with this requirement. As a result an annual medical exam was not made. When asked to comply, Dr. R.' E. McGlothlen reviewed the requirement with Dr. Bruce Karrh, Assistant Corporate Medical Director. It was his opipion that an annual examination was not required "unless there is good reason to believe an employee has had extensive or repeated exposure to asbestos over a period of at least ten years". The committee did not agree with Dr. Karrh and felt the annual physical was required. - It is our understanding that Dr. McGlothlen has since favored the committee's opinion and is now giving annual physicals to all who are exposed to asbestos. i The other point where we may be out of compliance is in the monitoring. As I said, nothing has been done since the original ones. Service maintenance is gearing up to remove insulation from some pipe in DUP 0502564 DU 002139 I ! -a- salvage, and I have been contacted to air sample the operation. This will-be done and a copy of the results published. Results of all sampling are filed in the compliance file in the Safety Office. McClure's request for a copy of the original sampling was forwarded to Safety. It was my understanding that they had sent it to him.
