On August 20, we received complaints from employees and union officials in the Central Shops because of partic ulate fallout from the ceiling. After examination of the material, our consultant reported approximately 477 chrysotile asbestos. Out of twelve samples obtained (eight personnel and four environmental) , results indicate time weighted average concentrations ranging from 0.01 to 0.24 fibers of asbestos/cc.. The existing OSHA standard is 2 fibers/cc, calculated as an 8-ho`ur time-weighted average. Based on these results and observations in the shop, we do not have an airborne asbestos problem.
Observations and Recommendations
1. Most particulate fallout associated with this
complaint can be attributed to an insect ("mosquito hawk") .
The movement of the insect's wings near the "ceiling caused
the material to flake off.

2. .Although much, of the material has lost its adhesiveness, it is not likely that normal wind currents would cause it to fall off. This is confirmed by air sampling results.
3. However, there is an accumulation of fallout on the metal beams and light fixtures. It appears that some of this is material from the ceiling.
4. I concur with J. A. Jacoby that employee clothes change is not necessary (see attached report) .

5. My opinion is that a sealant would not work because of the poor adherence of the insulation to the concrete ceiling.
To further confirm there are no significant levels of airborne asbestos, additional monitoring will be con ducted periodically.

Results of monitoring exposures to asbestos on August 30August 31 indicate time weighted average exposures of 0.03 to 0.24 fibers of asbestos/cc. To exceed the ceiling concentra tion of 10 fibers/cc, the total exposure would have had to occur in a 10 minute time span with no exposure for the remainder of the shift. Observations by Travis Rucker indi cate that exposures have peaks but occur throughout the day, therefore, concentrations in excess of' the ceiling concentra tion are not anticipated. . I recommend that samples be taken to support our contention that the ceiling concentration is not exceeded. The OSH Act requires clothes change (special clothing) under 1910.1001 (d)(3) which states, "The employer shall provide, and require the use of, special clothing, such as coveralls or similar whole body clothing, head coverings, gloves, and foot coverings for any employee exposed to airborne concentrations of asbestos fiber, which exceed the ceiling level prescribed in paragraph (b) of this section".
I do not feel that we have a legal requirement under OSHA to supply the employees with a change of clothing unless the samples obtained to determine peak concentrations exceed the ceiling limit of 10 fibers/cc.

Any asbestos which falls from the ceiling should be immedi ately removed, preferably by properly filtered vacuum.
Clothes change does not prevent asbestos from falling. To eliminate the problem, a method of sealing the asbestos as with a polymer, or removal of the asbestos, should be considered from an employee relations viewpoint, but is not a requirement under OSHA.

We have coupleted our examination by light microscopy of the two samples submitted for asbestos analysis. The two sanples labeled No. 1 and No. 2 were submitted under purchase order no. 46429-3.
Our examination revealed that Sanple 1 contains approximately 45% chrysotile asbestos and Sample 2 approximately 10% chrysotile asbestos.
