' , This continuing effort within the Departm ent of Labor to adopt uniform regulations covering all F e d e r a l statu tes which include safety features was predicted at a meeting of the Council's Safety Comm ittee with Bureau of Labor Standards staff last July, - It was disclosed at that tim e that the W alsh-Healey regulations w ere up for review to m ake them corresp o n d m o re closely to the new Service Contract Act regulations. > The proposed revised W alsh-Healey Health and.Safety Standards deal with such m atters as occupational noise exposure; ' radiation exposure; exposure to harm ful gases; vapor fumes; dusts and m ists; m aterials handling; safety guards on m achines; com pressed gases; welding; traffic safety; and record keeping. Our reaction is that these revised rules should receive m ost careful scrutiny by shipyard staff to ensure that this op portunity for review by industry w ill not be lost. F o r instance, in one obscure paragraph on the last page it should be noted that S ectio n .50-207. 74, covering safety p ra c tic e s for welding PLAINTIFF'S E EXHIBIT | SBCA 5077 j and cutting containers which have held com bustibles, requires that the w ork be in strict accordance with the rules and p r o cedures embodied in A m erican Welding Society Pam phlet A -6. 0-65, edition of 1965.
