Actually the mill in question is slow about opening ano has been for years. We have spent quite a bit of time in the past attempting to correct it, but with little success. Since the purpose of the toggle release is to PROTECT THE hill IN CASE OF A CHOKE-UP, OR AN OVERLOAD BY ALLOWING A QUICK CLEARANCE OF NO MORE THAN ONE INCH BETWEEN THE PLATES, THIS COULD NOT BE CONSIDERED A PERSONNEL PROTECTIVE DEVISE, AMD 1 DO NOT CONSIDER IT A HAZARDOUS CONTI DION.
