I met with Larry Meyers, Sr. Site Manager. I presented my credentials to Mr. Meyers and informed him that this was an EPA lead inspection to determine compliance with the Clean Water Act. The scope of the inspection was with permit LA0004464 and facility operations and maintenance under the Clean Water Act. The information presented in this report is based on the materials and information supplied by Exide Technology, representatives (the permittee), observations made during the inspection and records and reports maintained by the permittee. FACILITY DESCRIPTION Exide Technology is located at 2400 Brooklawn Drive, Baton Rouge, Louisiana. The plant was a lead battery recycling plant. The plant ceased operation in 2009. The plant completely dismantled by 2014. What is left is the waste water treatment plant. The plant receives first flush storm water from the 18.8- acre old production site, leachate from two closed hazardous waste piles, one close solid waste landfill, one open solid waste landfill and sanitary wastewater from the old operation building. The wastewater treatment consists of pH adjustment and floc addition, precipitation of the metals and discharged. The site discharges to the Mississippi River as permitted in LA0004464. Section II- Observations This inspection revealed the following observations: Exide Technology has plans for complete closure and remediation within the next 3 to 5 years, which includes negotiations with LDEQ. The site has plans to modify the plant have and the completion is to be November 2018.
