' , This continuing effort within the D epartm ent of Labor to adopt uniform regulations covering all F ed eral statu tes which include safety featu res w as predicted at a m eeting of the C ouncil's Safety C om m ittee w ith B ureau of Labor Standards staff last July, - It was disclosed at that tim e that the W alsh-H ealey regulations w ere up for review to m ake them correspond m ore closely to the new Service Contract Act regulations. > The proposed revised W alsh-H ealey H ealth and.Safety Standards deal with such m atters as occupational noise exposure; ' radiation exposure; exposure to harm ful gases; vapor fum es; dusts and m ists; m aterials handling; safety guards on m achines; com pressed gases; welding; traffic safety; and record keeping. Our reaction is that these revised rules should receive m ost careful scrutiny by shipyard staff to ensure that this op portunity for review by industry w ill not be lost. F or instance, in one obscure paragraph on the last page it should be noted that S ection.50-207. 74, covering safety p ractices for w elding PLAINTIFF'S E EXHIBIT | SBCA 5077 j and cutting containers which have held com bustibles, requires that the w ork be in stric t accordance with the rules and p ro cedures em bodied in A m erican W elding Society Pam phlet A -6. 0-65, edition of 1965.
