Box 1226 Mission, South Dakota 57555 321 2nd Street Mission, South Dakota 57555 4080027 Routine compliance inspection Person, Inspector, EPA UST Program , Inspector, EPA UST Program , Rosebud Sioux Tribe UST Coordinator UST System Description Ralph's Body Shop and Wrecker Service (Facility) is a privately-owned gas station and convenience store located in Mission, South Dakota. The Facility is currently closed. When in operation, the fuel at this Facility was sold to the public. The EPA's records indicate that the Facility has two steel underground storage tanks (UST) that were installed in July 1989. Tank 1 has a capacity of 10,000 gallons and previously contained unleaded gasoline, and Tank 2 is 6,000 gallons and previously contained diesel. Piping for all tanks was safe suction. Inspection Narrative On September 10, 2024, the EPA UST program personnel conducted an inspection at Ralph's Body Shop and Wrecker Service in Mission, South Dakota. The EPA last inspected the Facility on August 4, 2021, and they selected it for routine re-inspection. Ms. Person attempted to contact the owners on several occasions. The Facility phone has been disconnected, and the phone number provided on the door of the Facility was not reachable (see Attachment A). The inspection team arrived at the Facility at 10:35 a.m. CDT. Prior to arriving, Ms. Person had attempted to reach the Facility owner to confirm the time. No representative was present at the scheduled time. Ms. Person filled out a Notice of Inspection (NOI) (see Attachment B). The EPA inspectors were unable to conduct a full inspection of the UST system or review Facility records while at the site. Photographs of the Facility are in Attachment C. Tank and Piping Leak Detection The tanks have not been in use since August 2021, and were emptied by the owner following the last inspection. No release detection is required if the tanks are maintained with less than an inch (or 0.3% by weight) of residual in the tank. 4080027 - Ralph's Page 1 of 2 9/10/2024 UST Inspection Cathodic Protection Cathodic protection (CP) is required at the Facility while in temporary closure status. The EPA inspector checked EPA records and noted that passing CP tests were available dated August 24, 2021. This test is required to be performed every three years. Periodic Testing/Inspection of Spill and Overfill Prevention Equipment Spill buckets and overfill prevention valves were present; however, they are not required to be tested while the Facility is in temporary closure. Periodic Operation & Maintenance (O&M) Walkthrough Inspections Walkthroughs were not provided by the Facility owner and are currently not required as the tanks are in temporary closure and were previously emptied. Operator Training A certificate for Class A/B operator training was available in the EPA records. Financial Responsibility In South Dakota, financial coverage for regulated UST systems is provided through the South Dakota Petroleum Release Compensation Fund. Physical Observations The EPA inspector viewed the spill buckets/fill pipes and used a tank gauging stick to determine fuel levels. Flapper valves were observed in each fill pipe, and spill buckets were clean and dry. The fill pipes were not locked at the time of inspection. The fuel levels in both tanks measured approximately 1 inch, with Tank 1 also containing approximately 1.5 inches of water.
