The following information was obtained verbally from Mr. Jatkauskas and Mr. Tymoshenko unless otherwise noted.
Process Description: MSG services (heavy) heavy-duty diesel trucks and has been operating for approximately 5-6 years. MSG only has one location. There are 9 employees in the shop. MSG's hours of operation are Monday through Friday, 7 AM- 5 PM and Saturday 7 AM - 12 PM.
Staff Interview: When EPA arrived and introduced ourselves, Mr. Jatkauskas and Mr. Tymoshenko told EPA that they were not ready and asked if EPA could come back later by appointment. EPA informed Mr. Jatkauskas and Mr. Tymoshenko of the procedure EPA would likely follow if denied access. Mr. Jatkauskas and Mr. Tyrnoshenko excused themselves for several minutes. When they returned, Mr. Jatkauskas and Mr. Tymoshenko granted EPA access to the facility and to inspect all Midwest Star Group trucks; they explained that MSG is the main service provider for Midwest Star Group and that MSG was able to grant permission to EPA to inspect these vehicles. However, MSG told EPA that they would prefer to call other customers first before granting access to EPA to conduct an inspection on those customers' trucks. When EPA asked which of the nearby parking Jots were used by MSG, Mr. Jatkauskas told EPA that all Jots were used by MSG; however, Mr. Tymoshenko stated that another company, by the name 'WZ something' owns the Jot across the street. When EPA asked whether MSG had a list of all of the trucks currently on-site, they responded that they did not. EPA asked MSG to let EPA know if and when any trucks needed to leave the property, so EPA could inspect these vehicles before they left the premises.
TOUR INFORMATION
EPA toured the facility: Yes
Data Collected and Observations: Prior to entering the facility, EPA observed several Midwest Star Group trucks, including one with a white cab with truck #176 and one with a black cab with truck #150 (photos 1-4).

Following the opening conference, at approximately 9:45 AM, EPA began conducting a survey of customer trucks in the main parking lot, so MSG could then contact these select customers to request permission for EPA to conduct physical inspections of their trucks. EPA observed numerous customer trucks and trailers in the main parking lot (photos 10-12).
EPA observed a blue Total Express Services Freightliner Cascadia truck with truck #102 (photos 5-8) and an Illinois license plate Pl 020932. The annual vehicle inspection label indicated that MSG had completed an inspection in March 2019 and included a handwritten vehicle identification number (VIN) which appeared to read either 1FUUGLBG5BSAX0365 or 1FUJGLBG5BSAX0365. EPA later determined that either interpretation of the handwritten VIN correlates with a 2011 model year (MY) Freightliner truck.
Behind and to the west of the blue Total Express Service truck, EPA observed several additional trucks and trailers parked in a lot (photo 9).
EPA observed a white West & East Carriers, Inc. Volvo truck in the main parking lot with an Illinois license plate Pl013438 (photos 13, 15-16). The annual vehicle inspection label indicated that MSG had inspected this vehicle in January 2019 and included a handwritten VIN that clearly read 4V4NC9EH4FN187548. EPA later determined that this VIN correlates with a 2015 MY Volvo truck.
EPA observed a white Volvo truck with truck #103 (photos 17-19). This truck had no carrier name and no license plate. The annual vehicle inspection label indicated that Burr Ridge Truck Repair (located at 7545 S. Madison St. Burr Ridge, IL) inspected this vehicle in February 2019 and included a faded handwritten VIN which approximately read 4V4NC8EH8GN951435. This VIN correlates with a 2016 MY Volvo truck.
EPA observed a red Logistics Group, Inc. Volvo truck with truck number 48 and an Illinois license plate Pl 019568 (photos 20-22). The cab window contained a dealer sticker stating that the truck was a 2019 MY Volvo 760 with VIN 897940.
At approximately 10:15 AM, EPA asked Mr. Jatkauskas to contact the owners of the Total Express Carriers and the West to East Carriers trucks. In:,_rnediately prior to this conversation, EPA had observed Midwest Star Group truck #15 8 pull out of Bay 2 and asked the driver to wait before leaving the premises. After speaking with Mr. Jatkauskas about the customer vehicles, EPA commenced with an inspection of Midwest Star Group truck #158, VIN 4V4NC9TJ4FN931073 (photos 23-40). The driver of truck #158 removed a "BlueFire" chip from the data link connector, so EPA could connect the On-Board Diagnostics (OBD) scanner.
Mr. Jatkauskas informed EPA that he could not find the keys for the West to East Carriers truck and that the owner of the Total Express Carriers truck was not answering their phone, so he said, MSG was unable to give access to EPA to conduct an inspection of either truck. He stated that the Total Express Carriers truck had arrived on or around Thursday last week, and he believes that the truck was at MSG to receive an oil change.

The original two trucks that EPA observed at the start of the inspection, Midwest Star Group
trucks #176 and #150, were not present as EPA approached the repair bays. EPA observed two
trucks in Bay 3: a Midwest Star Group truck(# 141) and a Fore Way Express truck (#112)
(photo 43). Mr. Jatkauskas told EPA that the Midwest Star Group truck "cannot start" and that

EPA conducted a partial inspection of Midwest Star Group truck #141 (photos 44-46, 48-50). EPA observed that the engine was tom open and that the EGR return pipe was removed. EPA conducted a partial inspection of Fore Way Express truck #112 (photos 52-58, 60, 62-64).
EPA observed a number of parts and components in the shop (photos 65-82) which included new and used emission control devices, including a diesel particulate filter (DPF) and exhaust gas recirculation (EGR) cooler, and exhaust pipes.
Photos and/or Videos: were taken during the inspection.
Field Measurements: were taken during this inspection. OBD scans were completed on one vehicle, Midwest Star Group truck #158 and are maintained in the case file (Attachment 1) Vehicle inspection logs were completed for one truck, Midwest Star Group truck #158, partially completed for two vehicles, Midwest Star Group truck #141 and Fore Way Express truck #112, and are maintained in the case file (Attachment 2)
CLOSING CONFERENCE
Both Mr. Jatkauskas and Mr. Tymoshenko were present for the closing conference and answered EPA' s questions regarding MSG:
EPA asked if MSG does emission con1;rols work; the MSG representatives responded that
they do everything including DPF systems and fix exhaust leaks.
EPA asked how MSG addresses a broken EGR valve. The MSG representatives
responded that they replace it.
EPA asked how MSG responds when someone asks for a DPF delete. The MSG
representatives responded that they have been asked to delete emission controls but that "we don't do that."
EPA asked if MSG installs any upgrades to trucks' electronic/engine control modules or
ECMs. The MSG representatives said that they only install updates, for example, using
Volvo software to update Volvo trucks. They use a premium tool that requires an annual purchase.
EPA asked if MSG installs any horsepower upgrades. The MSG representatives stated
that they "don't want to play with that," it is a "warranty thing."
EPA asked if MSG uses or applies any aftermarket recalibrations. The MSG
representatives said no.
EPA asked, "Have you or anyone at MSG tampered with or removed an EGR?" Mr.
Tymoshenko said "No."

EPA asked, "Have you or anyone at MSG tampered with or removed a DPF?" Mr. Tymoshenko said "No, as far as I know, no. We don't do that here.",
EPA asked, "Have you or anyone at MSG tampered with or removed an SCR [selective catalytic converter]?" Mr. Tymoshenko said "No."
EPA asked, "Have you or anyone at MSG conducted tuning, with respect to emission controls?" Both MSG representatives said "No."
