The Facility is owned by Roumelco Properties and operated by Earth Environmental Services as well as Nantahala Village resort staff. The Wastewater Treatment Plant (WWTP) is operated by a contract operator Mr. Mark Bentley, who is employed by Earth Environmental Services, and who is the operator of record. The inspection was conducted under the authority of Section 308 of the Clean Water Act (CWA), as amended. This report and attachments present the results of the inspection. I. FACILITY DESCRIPTION The Facility treats wastewater for a resort. Wastewater is conveyed by gravity from the resort to three storage chambers in series. The chambers collect provides primary treatment solids removal. The water then is distributed to three sand filters. Filtered water is split between a chlorine contact chamber and a recirculation tank. The recirculation tank has a pump that recirculates water to the sand filter. The chlorine contact chamber uses chlorine tablets to disinfect. Water passes through baffles and is dechlorinated with sodium sulfite tablets. Treated water is discharged to an unnamed tributary of the Nantahala River. The outfall was not inspected. II. INSPECTION PROCEDURES The objective of this RI was to evaluate the condition of the Facility and the permittee's self-monitoring program and offer compliance assistance as needed. Specific tasks included conducting an opening conference, interviewing Facility staff, conducting a site visit to the Facility, and a closing conference. III. COMPLIANCE HISTORY The EPA reviewed its Enforcement and Compliance History Online (ECHO - www.echo.epa.gov) on March 14, 2023. Effluent limit exceedances and Discharge Monitoring Report (DMR) non-receipt violations summarized in Attachment 1. IV. PERMIT The permit was issued June 1, 2018, and expired October 31, 2022. The permittee submitted a permit renewal application on March 8, 2023. Permit applications are due no later than 180 days prior to the permit expiration date. The Facility is permitted to discharge from one outfall to an unnamed tributary of Nantahala River. DMRs are due monthly by the last day of the following month. Page 2 of 6 V. OPERATION AND MAINTENANCE The sand filter system was disassembled to put pipes in a more effective location to avoid short circuiting and make maintenance easier (Figure 1 of Attachment 2). The recirculation tank had significant buildup of vegetative debris from surrounding woods causing issues with clogging. (Figure 2 of Attachment 2). VI. FLOW MEASUREMENT Flow is measured at the outfall with a bucket and timer. VII. SAMPLING REVIEW Sampling required in the NPDES permit is conducted by Earth Environmental Services, located in Murphy, NC. Samples are collected by the operator and sent to the commercial laboratory for analysis. VIII. EFFLUENT AND RECEIVING WATERS The effluent and receiving waters were not inspected.
