Research Survey - The Technical Steering Committee of l.I.A* net at Battelle Institute in late October to boar and discuss a verbal report of tha "Evaluation of Research Needs and Formulation of a Rosecrch Program" made ty Battelle for L.I.A* Tho final printed report was received in early December, circulated to the Cocmitteo, and a mooting scheduled for its consideration oa January 9# 1958, 3* "Lead and io.-d .`Heya" - Tho annual review of technical developments in lead and its products, bearing this title, Appeared in the September, 1957# issue of "Industrial and Engineering Chemistry." A committee of seven, including tho presidents, secretaries. Technical Steering Committee chairmen and one additional monber of both Aasociatlon* was appointed to work out tho details of organiiatlon. HEALTH AMD SAFETT 10. Red Load Paints In Potable Tfetcr Tanks -- In ljU? the Aray ques tioned the safety of using rod lead paint* on the interiors of such tanks as the result of an opinion glvon by an official of tho D.S. Public Health Service. Fiold tests sponsored by us caused the Airy to withdraw it* objections. Recently the controversy was reactivated by a manufacturer of a competitive paint and has led tho American Wator Works Association to consider revision of its specification which calls for tho use of red lead, fortunately our fiold testing has continued through the intervening years and is proving invaluable in refuting tho adverse propaganda. However, at this time tho matter remains undecidod and re hare been engaged in a eorios of meetings with A.TT.W.A., D.S.P.H.S. and other official* in an effort to prove tho safety of red lead under those conditions. 11. Childhood Lead Poisoning -- Though tho allegations relative to hazards to children from load-painted toya, referred to in tho ropsrt of the last quarter, appear to have been negated by statements lasuod by the Surgeon (r-naral it tho Public Hoalth Service and tho American Aeodery of Pediatrics, tho problem of plumblam in small children, mainly in the slum axons of our older cltlos, con tinues a serious and seemingly insoluble ono. Causod by the chewing or picking eff and Ingesting of load pa. nts once widoly used for interior docoration, it has boon the source of adverse reports and publicity from such centers as Baltimore, Chicago and St. Louis and bids fair to bring about renowod pressure for legisla tion and regulation of a most unfortunate nature. 12. Warning Labels - Every effort is being made to confine the re gulatory measures above rofurrod to, to the field of warning labola, which, as applied to paints, ro obviously less detrimental to our interests than would be ajy legislation of a prohibitory nature. Through our contacts with state and local health authorities, it is buliovod that this can be accomplished. 13. The Association has sufficient preprints to distribute at its booth at tho National Boas Builders Show in January, 1956, and to use in answering Inquiries. 16. National Chonlcal Exposition - Wo exhibited at this show in Deconber and woro pleased vith tho lntorost shown in our display, Picturo* of tho booth were circulated to meabors. Load Building Construction Bulletin No. 3 - This bulletin, dealing with lead laboratory wastes, was distributed to over 20,600 architocts and others haring to do with the design and specification of all kinds of chemical laboratories. 18. Construction Survey - We have contracted with tho intornationally known firm of crciiitccts and enginours, Skldmoro, Owings and Itorrill, to make a stuefc- of moans to furthor develop tho markot for load and load products in building construction. Tho study is oxpoctod to get undor w.-y around tho middle of January under tho personal supervision of a general partner of that firm and to bo complet ed in three or four months. 19. Homo Buildors Show - Our display used at tho Chonlcal Exposition was re-dosignad and adapted for the Homo Buildors Show in Chicago whore it will be used the woek of January 19, 1958. 20. The award will be presented during printing Keok Celebration, Jan, 13-17, 1958, at the Commodore Hotel, where it will be on displqr with other award winnors. The award is cade on the basis of design, printing quality, and over-all appearance and presentation of ns torial. Our printers, Isaac Ooldnsn Co, and L, I* A,, who collaborated in production of tha book, will each receive certificate*. RE) LEAD 26, Activities In 1958 - The Industry Development Committee and Board of Directors approved an expanded progran for 1958 based on recomnerelations of the Red Lead Technical Coooittee. It provides for core frequent page ads in color in "Engineering News Record," for publication of three new Red Lead Technical Letters, and for retaining a nan part-tine to contact highway engineers and other large octal protective paint users in the Interest of red lead paint. 29. Consultant - Owen F, Sbobe, who retired at the end of 1957 after 39 years with the Glidden Co., has been retained by L,IA. as part-tine consultant to provide paint engineering service to users of octal protective paints. Steal Structures Painting Council -- The chairtman of our Red Lvad Technical Committee attended a meeting of this group which dealt with a meber of research projects involving red lead paint that the Council has under way.
