Y. 100C6 , Dear Mr. Convery: As you know through Mr. Roy Brown, National Paint, Varnish and Lacquer Association, we have been asked to bring together a small group to explore potential approaches that might lead to reduction of opportunity for and incidence of lead poisoning in young children caused by environmental exposure to and ingestion of chips from old lead-based paint coatings often found in deteriorating urban housing. This problem has surfaced during the passed few years and, with increased testing of children, has been revealed as a major concern in most large cities. The claim is that perhaps as many as 18,000 cases exist in New York City alone. Death in many instances and serious mental impairment can be the result of protracted abnormal lead ingestion. The enclosed articles offer a more detailed description of the problem. , We are pleased that you have agreed to attend the meeting which is to be relatively informal; we do not anticipate a written report of the deliberations. How can the dangerous condition, once identified, be quickly and cheaply corrected? Hopefully, any range of means for correction by removal, covering, or neutering should be in the vicinity of 10 cents per square foot.
