Items 2.0 and 3.0 Dr. Shah asked Mr. Mike Kerlegon, Mr. John Klimavicz, Mr. Burley Melton, Mr. Vergel Perry, and Mr. Richard Wagner to follow up on their 1992 Panel commitments or payments of dues. Item 4.0 Members agreed to continue attempts to contact VCM users concerning potential membership. Mr. Perry now will contact Union Carbide as well as Goodyear, Kaiser, and Shintec. Item 5.0 Panel members provided oral comments on the draft CHEMTREC Activation Guidelines prepared by Mr. Klimavicz. Dr. Shah will incorporate the comments into a final draft to be sent to Panel members as soon as possible. Item 6.0 Dr. Shah reported that a final map from Events Analysis will be delivered to CHEMTREC by June 12, 1992. Item 7.0 Panel members reviewed assignments regarding VC route response team coverage. Dr. Shah CMA 111758 ROCC Vinyl Chloride Panel June 4, 1992 Page 2 reported that Mr. Frank Sollman is looking into coverage for the St. Louis, MO to Little Rock, AR route and that OH Materials can cover the Fort Wayne, IN to Niagara Falls, NY route. Mr. Jordan reported that PPG Industries will cover 1/2, north to south, of the state of Louisiana; Oxy Chem will cover the other 1/2. Mr. Jordan will send a map detailing the division to Dr. Shah at CMA. Mr. Coburn is looking for a contractor to cover the Conway, PA to Harrisburg, PA route. Mr. Klimavicz is checking on suggestions for the route from New Orleans, LA to Pensacola, FL. Dr. Shah will contact Mr. Kerlegon for information concerning his routes. Mr. Mike Donahue will send a copy of information concerning SpilTech to Mr. Perry to help him in his research. Dr. Shah and Mr. Donahue will make CHEMNET contractor manual information available to Panel members at their request. Mr. Melton is working on his suggestions for the Hammond, LA to Aberdeen, MS route. The state of Mississippi still is not covered. Independent of the Panel activities in identifying response coverage for the above areas, Dr. Shah and Mr. Donahue will review the CHEMNET contractor list to see if additional "for-hire" contractors are available to cover these areas. CMA will request proposals from the newly identified potential contractors. Item 8.0 - Dr. Shah reported that Mr. Sollman is working on the mark-up of the CHEMNET "For-Hire" agreement. Dr. Shah and Mr. Tautest will discuss a checklist for contractors with Mr. Sollman. Dr. Shah and Mr. Donahue will review the CHEMNET contractor listing to make sure all potential contractors have the opportunity to respond to VCNet's request for proposal. Item 9.0 - Ms. Kim Reed reported that Mr. Sollman presently is seeking clarification from EMTECH on matters concerning pricing information and response team requirements. Dr. Shah and Mr. Tautfest will talk with Mr. Sollman to review the outcome of the discussion between Mr. Sollman and EMTECH. Mr. Tautfest emphasized the need to develop a single criteria list so that all potential contractors are evaluated uniformly. Item 10.0 - Panel members reviewed the listing of illegible pages in the VCNet training manual and agreed to search for clean, reproducible copies. Dr. Shah will attempt to obtain some of the material from local libraries. CMA 111759 ROCC Vinyl Chloride Panel June 4, 1992 Page 3 Item 14.0 - Mr. Coburn confirmed the date of Sept. 9-10, 1992, for the Burlington County, NJ, workshop. Mr. Melton confirmed the date of Oct. 7-8, 1992, for the Point Comfort, TX, workshop. The Panel discussed the draft VCNet Emergency Response Drill script prepared by Dr. Shah, Mr. Coburn, and Mr. Howard Manning. The Panel agreed to delete the scenarios from the drill exercise. Dr. Shah will incorporate Panel and CHEMTREC comments into a final script to be sent to the Panel and delivered to CHEMTREC. Mr. Manning informed the Panel of CHEMTREC1s ability to conference several parties connected with an incident should the need arise. CHEMTREC will conduct the drill during normal working hours over a period of two weeks from June 15 - June 30, 1992. CHEMTREC also will produce reports following each of the calls which will list response times and modes of response. 3.0 The Panel tabled discussion of contracting with OH Materials pending comments on the standard CHEMNET agreement from Mr. Sollman. 4.0 Panel members reviewed and commented on the draft letter to OSHA prepared by Mr. Melton and Mr. Tautfest. Mr. Coburn suggested that Mr. Tautfest coordinate the Panel's activity in this area with the Society of Plastics Industry and the Vinyl Institute so that they can send a letter to OSHA supporting the Panel's position. 5.0 The Panel reviewed and commented on the draft press release announcing the formation of VCNet. Dr. Shah will clear the release through CMA and send copies to Panel members. 6.0 Mr. Mike Kerlegon discussed Vista's inspection program for its dual diameter tank cars in relation to the Federal Railroad Administration's order requiring car owners to submit a sampling inspection program to FRA. 7.0 The conference call ended at approximately 4:00 p.m. Subject to Approval June 8, 1992 Hasmukh C.
