As I mentioned during your visit, ECOS has worked through a consensus-based process among the ECOS state members to develop the attached Cooperative Federalism 2.0: Achieving and Maintaining a Clean Environment and Protecting Public Health. The document is at the designer for final publication which we expect to happen next week. You will probably hear some buzz about the document later this week and certainly early next week. We wanted to give you and the Administrator an early opportunity to see the contents of the document. John Stine and I would be happy to visit with you about the document at your earliest convenience. I am in Philadelphia now and will be back in Cheyenne around 2:ooMT tomorrow. Would you be available for a call around that time? Between 4:00 and 5:00 EST Wednesday, or perhaps Thursday.
