In view of the fact that the workmen involved apparently suffer ed no ill effect from the tank entries, probably no additional action is necessary. You noted that the workmen had been in the tank for seven days with no illness due to the exposure encountered. No special precautions were taken for the cleaning work. As a matter of record would you kindly send us an unobserved tank cleaning report listing names and addresses of all persons enter ing the tank and the number of hours spent in the tank. This information should be obtained very tactfully as we do not wish to alarm anyone. You should describe on the back the circumstances surrounding the work* We will then have a complete record in one place on this activity should it be- necessary to refer to it in the future. Tanered Steel Construction Company of J12 Lacy Building, Dallas, ' i'exao, regarding the lead hazard involved in the dismantling of leaded tanks at the Oarrabelle, Florida water terminal of the defunct Florida Srerrmic;/ ripe Line. I explained to him the hazards involved and immediately proceeded to Oarraballe, where Friday 1 contacted hr. I-. . Holley, Foreman for Tone red Steo 1, and made an inspection of the three tanks to he dismantled. The bottom war- covered with a tkin layer of sludge, which was up to two Inches deep in places. The sludge was wet at the tier* of ray inspection because it was raining, however, I was tcld that it was dry before the roof was removed. The shell was ele^r. of scale, with the exoeptioh of the area approximately twelve inphes up from the bottom, which apparently was below the water line. -Hr. Holley stated that workmen had been working in his, tank for seven days and that to the best of his knowledge there had been no illness due to this exposure* This contractor was not aware of the lead hazard and therefore no special precautions were taken. Tank Ko. 8, which ic a 2j,00Q Mil. -welded tank was then inspected, and was found to have from one to two inches of dry caked sludge in it. Tank Lo. 6, which is of the same size and construction, was found to be ir. similar donditior.. Both of these tnncs have also been empty for over two years. The manhole coversand the hatch covers in the roof of both of these tanks had beers removed for severs 1 months and therefore both tanks were found to be gas free. The atmosphere in tank Ko.
