Sanborn visited the LBOC, LLC oil and gas facility located at latitude 33.318213 and longitude -92.516308 near Calion, Arkansas on 11/07/2019 for an unannounced inspection. There were no representatives of LBOC, LLC present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations. FACILITY DESCRIPTION This facility is known as the Staples-Olvey-Lion Lease and is the site of an injection well. Section II - OBSERVATIONS I observed that a large amount of dirt work was being conducted on the back side on a large pit at the site. I observed that there had been a seep from the pit that appeared to have been stopped prior to the inspection. I observed that the secondary containment pit was 1/2 full of fluids and had oil on the surface of those fluids. I did not witness the injection well operating at the time of the inspection. Section III - AREAS OF CONCERN The secondary containment pit had fluids in it and a recent leak had been stopped, but remedial activities were still underway.
