Mr Thea ... r-Uft ... c o to Msw York Detroit July 27, 1955 Tear Mr, dhea: At -ho Operating Commit toe Meeting on July 14 you requested, that Dr. Kehoe, Ideasrs, Boudreau, Murdock and I submit recoinrnenuutioRs lor -the beat method of utilising the information obtained irons Dr. `Rifkin's study of exhaust proaucta of leaded fuels. I have discusseu this with our people hare, ana the following are out recommendations* 1. That the information bo published in the American Journal j i Hygiene but that we forego publication at this time through other technical societies ouch as the American Chemical Jocioty, the Society of Automotive engineer a, or the American i etroloum Institute, IHviojon. of Refining. He eal that this would get Rio information properly an record for perusal in the proper tec uni cal circles, but by foregoing publication in other than the .American Journal of Hygiene we could hold to a minimum the possibility A the lay press publishing partial facts which might result m un warranted and unfavorable conclusions as to the contribution A T.SL to air pollution. 1. If a definite commitment is made for publication in the American Journal of Hygiene, we recommend that we aiacuss the results A our program with our customers' technical people at joint technical con.eranceo during the interval between now ana the actual publica tion data. This io a technique 'we have used in the past on papers of interest to our customers with excellent results. Our customers feel that they are being allowed to preview information prior to its publication, ana we have the advantage of obtaining their comments and opinions prior to public discussions. 001S120 i -Vir. . l >, dhea l - Juiy 27, 1 >i3 That Dr. Xehoe consider simultaneously'publishing, in ihe same journal, a companion paper giving the results of the surveys of lead concentrations of particulate matter in the atmosphere that have been carried out under his direction. It appears to us that this might be a logical and desirable time to have both the level of lead compounds in. the atmosphere and the nature of '.hose com pounds put authoritatively on the record. To feel chat the two papers together could serve as a moat useful reference to refute erroneous statements with regaru to the contribution of antiknock compounds to air pollution. There are indications that some work has been done at Stanford he search Institute along the lines oi our own study. This, as well a n the discussions which have taken place between our customers and DuPont on the subject of higher lead concentrations, would inuicate the desirability o. our establishing our position of pioneers in 'this field &a soon as possible. 3'ith regard to the possibility that publication of the results of our research work might stir up -some undesirable dis cussion in air pollution circles, it should be recalled that the general type o study we were carrying out ana the techniques used have already been, described at the conference on fuel combustion products sponsored by the Southern California Air Pollution Foundation in. August of iast year. Altogether, it is our feeling that agreement to publish in the .American Journal of Hygiene and prior discus sum of our work with cus tomers through joint technical conferences would allow us to capitalize on this work with our customer companies. It could also pave the way for future liberalisation of the present tetraethyllead limit--if such a step appears he sirable - -and establish a reference which could be used cc: Ivir. J. If.
