Warner of Wilmingtom, Delaware, had lunch with me in (Philadelphia today and presented two matters which arose out of his conver sation with you yesterday. One of them relates to the establishment of local com mittees representing the construction in dustry to -operate with th local repre sentatives of the railroads in the develop ment of a practice of better use ef cars. We understand that you rofuested Mr. Warner to bring this matter to th Federation with, th thought that we would attend to the details of it, which we are very glad to do. We will alert n this immediately by conference with Mr* Elisha Rea, Vice President of the Pennsylvania Railroad tomorrow, which I suppose will be followed shortly by our getting in touch with Mr. Daniel Willard, President ef Tvu^c^ V the Baltimore -&.@hi Railroad and Chairman J (of th A&Tifeery Board of the Association of '"t ^ Executives. I was rather embarrassed t have t tell - him that the Committee has never met. I cannot help but fel that it would be well to have the constructive thought of the Committee membership, I do not know whether Mr, Affleck could find it possible to return to the East again so soon, nor am 1 sure that Hr. Wright of the Pennsylvania Railroad would be able to leave his office at this time. Me told me at the time he accepted appointment on the Committee that the present railroad situation:is making heavy demand upon his time and that he might be unable to attend sope meetings of the Committee, ... HERBERT HOOVER PRESIDENTIAL LIBRARY Commerce Papers--Unemployment, Trigg, Ernest T. % Mr. Warmer, in discussing the work f the Federation Committee of which, "by the way, his interest" would indicate that he would sake a good chairman, thought it might be desir able to have an alternate representing each com mittee member who would be able to keep in closer touch with you and with the work of the Senate Special Committee than could the members of the Federation Committee themselves, 1 told him of the Staff Council Committee of which.he seemed f be ignorant and raised the question as t whether the membership with certain additions might not constitute the Committee of Alternates which he had in mind* Mr. Affleck is closely represented now by Messrs* Kinney and Curtis. Mr. Gadsden be asked if. he wished to designate an alternate. Mr, Maul could be closely represented by hr*Compton. Mr.- hang could be represented by some one from the Concrete Mixer Association* General R, 0. Mar shall , Jr., as you probably- know, has become gen eral manager of the Associated General Contractors of America and would be closely represented by Mr. luchholz. Mr. Bossiter could be represented by some one from the national Builders* Supply Association. I do not knew whether Messrs. Smith and Wright"would care to hare alternates but if they did, their names could be easily obtained, Mr.War-- ner could be represented by Mr. Camp of the Rational hime Association. What is your general reaction to additions to the Staff Council Committee along these lines as providing the alternates suggested by Mr. Warner? BSf-ags .
