We have completed our cutting tests with asbestos fiber count on the asbestos laminated paperboard products you supplied One of these had a plain asbestos on the paperboard but the other had a printed vinyl overlay
on the asbestos
In our first test we used a band
off and we collected dust samples
saw with all | ventilation
in the immediate area
and also on a personal sampler worn by the person doing
the cutting The filter on these collectors was then

examined microscopically according to OSHA standards and

hour weight average of 0.7 and 0.5 fibers for the personal and area samplers respectively These are well within the limits of OSHA and also the more stringent
limits set within Manville

These data show that it is necessary provide dust control when asbestos laminated paperboard is cut with a saw or other unit of that type We do not believe dust control will be necessary for shear or rotary knife cutting within a plant but this should be checked at the appropriate time
As mentioned to you we hope to have brochures on selfcontained portable cutting units with dust control attachments within about three weeks now As soon as they are available we will send you a couple This type of cutter apparently will be available from Skil and North

boards for various insulation purposes In few instances sawing lathework and polishing of transite boards are involved in our manufacturing processes and asbestos dust inhalation
hazards are created
I believe that nearly all of the leading asbestos manufacturers are developing new asbestos products Johns Manville may
already have such products that have been modified to meet temperature and service requirements Would you please inform me of the new asbestos products that can be used to replace transite boards At the present time we are using transite
boards of 1/4 to " thickness

TRANSITE Sheet contains 35 chrysotile asbestos fiber
Dusts which might be generated from the handling or
machining of this material will definitely contain
asbestos fiber and therefore the OSHA regulations will apply As far as solid waste disposal is concerned
our interpretation of the RCRA regulations is that they
apply only to the disposal of pure asbestos fiber Scrap
from TRANSITE sheet can be considered a mixture and
is regulated under a different code 40 CFR Chapter 1

Some time ago we submitted the dates on labeling so the 7-1-70 for TRANSITE is correct I believe
The red CAUTION label was the flyer type that we inserted into loads approximately one 1 label every four 4 or five 5 sheets
Some time in 1978 labeling of individual sheets was started with
label 4995A At a later date approximately the first of 1979 we added Smoking Greatly Increases The Risk of Serious Bodily Harm
by hand stamping on 4995A

Our plans are to purchase

This ACT defines hazardous substances ad prohibits = intro-
duction or delivery for introduction into interstate mmerce of hazardous substances hare hare not labeled as prescribed by
this ACT
The term hazardou bstances includes but is not
limited to materials which are toxic corrosive or flamable
The ACT also prohibits receipt in interstate commerce of any
misbranded package of a nazuraous substance
Any person who
violates provisions of the ACT shall be subject to both fine and
imprisonment Some states may require additional labelinglabeling for
certain hazardous substances
All Manville raw materials and products which are totained
or shipped compliance
through interstate commerce must be reviewed 73 assure with the labeling regulations Product Managers
Production Managers and Research Directors have the responsibility to identify those raw materials and produs produs of the company which
may be hazardous substances and to recterend to Division General
