3;. PURPOSE
To insure compliance with Federal Regulations governing exposure of industrial workers to vinyl chloride (VC) gas.

III. GENERAL
Various engineering projects and ventilation improvements have been completed in the plant. Personnel monitoring has shown that we are well below permissible exposure level in all areas of the plant as of December 1, 1974. The Chief of ' Safety will continue periodic testing to insure that no personnel is exposed to an unsafe concentration of VC gas. In order to insure optimum ventilation at all times, report any failure or malfunction of a ventilating system immediately.
IV. NORMAL PROCEDURES
A. As a supervisor you are responsible for the welfare of your workers. It is your duty to protect them to the best of your ability. This includes protection from unseen hazards such as VC gas. Although we are an unregulated plant, each maintenance man should be aware of the areas of maximum exposure throughout the plant (See SP 11 through SP 14). In addition, maintenance personnel will be entering areas that are restricted to production workers and therefore require special precautions.
Examples of some such areas are: 1. Bulk resin silos 2. Dust collectors 3- Blenders
B, Prior to entry of bulk silo, the following procedures must be complied with:
1. Obtain tank entry permit from the Chief of Safety. -
2. Remove all sources of ignition from the vicinity of the tank. 3. Purge the tank for at least 30 minutes; continue purge while working
in tank.

Disconnect all product lines. Do not rely on valves. Open .all man holes for ventilation. Wear a self-contained breathing apparatus, safety belt life line, and
rubber boots. Use only UL approved explosive proof light. Check the vessel for vapor content with a combustible gas indicator. Always provide for an outside safety observer. Use lock-out as applicable for area entered.
C. Prior to entry of the dust collector, perform the following:

Purge the dust collector for at least five (5) minutes. If bags are to be changed or maintenance performed that will dislodge dust to fall on the maintenance man, a full face respirator will be worn. Use lock-out as applicable to prevent inadvertant operation of system.
D. Prior to entry of a blender, perform the following:
1. Purge the blender for at least five (5) minutes.
2. Obtain a respirator to be worn while working insde the blender.
5. Use lock-out as applicable to prevent inadvertant activation of system.
V. EMERGENCY PROCEDURE
No attempt will be made to cover each emergency that could possibly arise. You as a supervisor and manager are expected to use good judgment in the leading of your men. Insure that they are qualified for the emergency with which you expect them to cope. Provide them with proper protective equip ment and where applicable with a safety observer. Direct all personnel not required in the emergency area to evacuate immediately.
