OBJECTIVES 1. To run an asbestos fiber count during the unloading of a rail car containing 52 pallets (shrink-wrapped) of "Calidria" asbestos. 2. To acquaint our newest warehouse with the asbestos toxicology situation and the OSHA asbestos regulations. OBSERVATIONS Mr. Lawrence was briefed on the asbestos health situation along the lines given in the latest AIA/NA publication "Asbestos and Health." The OSHA regulations were discussed in some detail including the cleanup of spills and the medical examinations. A followup letter was promised as outlined in WCT's letter of June 30, 1975. He did not seem to be particularly disturbed by the discussion. The details of the asbestos fiber count will be covered in a separate report. The following visual observations are relevant to the shrink-film packaging. It will be interesting to see what fiber counts are obtained. 1. In general, the condition of the car was excellent. No broken bags nor torn shrink film on the pallets. 2. There is still some leakage, generally small, out of the film onto the cardboard between the two layers of pallets. There were a few small asbestos spots on the car floor but no large spills. 3. The biggest problem seemed to be the cardboard dividers which are, obviously, essential. When a bottom layer pallet was moved across the floor of the car and up the corrugated loading ramp, the cardboard vibrated and put up considerable visible dust. There were no problems with this car that a man with a vacuum cleaner could not handle easily in a very short time to the satisfaction of even a very picky OSHA inspector. 5. The first pallet removed fell sideways in a heap when placed on the warehouse floor. Inspection showed that there was no glue on the bottom three layers.
