Adams passed out condensed versions of the 1910, 1926 regulations. 2) F. G. Israel interpreted the July 24, 1986 DOL letter from Gil Saul ter, Region VI Administrator, and an accompanying letter from Barry J. White, Director Health Standards Program, clarifying new Asbestos Standards (29 CFR 1926.58) for construction. Majority of projects will be covered under 1926. 3) Jim Gordon passed out CLP draft Administrative Procedure (AP) for asbes tos handling. 4) J. B. Towers circulated Flexitalic gasket information. 5) J. B. Towers passed out US EPA guidance on auto mechanics. 6) B. C. Adams will attend NIOSH training and become asbestos dbmpetent. 7) J. B. Towers provided EPA guideline (Asbestos in buildings - EPA-560/ 5-85-024). 8) J. B. pointed out purchasing and other instructions in the guideline. 9) Purchase of Trailer ($36 M), Plastic enclosure ($10 M) was discussed. Contractor should purchase if needed. 10) A. B. Savage said major projects requiring this equipment would probably be contracted out at BCP. (b) Contractors will have an asbestos competent person who has passed the test given at the NIOSH training. (c) The Contractors' competent persons will decide on procedures and equipment necessary to perform their work. (d)fSAlmost all jobs should be considered large jobs subject to 29 CFR - 1926.58. (e) All facilities should rewrite their Policies and Procedures to incorporate new asbestos standards (asbestos competent person, contractor check list, policies and training). (f) Celanese plant asbestos competent person (and IH backup) will provide an audit function on the contractor performing any asbestos work in the plant. (g) Plants will purchase (asbestos) brake removal kits. (h) Each plant will decide on own training program. (i) Approximately 95% of all asbestos jobs will fall under 29 CFR - 1926.58.
