Tt ft tl rt Ethyl Corporation - New York " - Detroit TE TRAME THYLLEAD This report, covering only discussions on the subject matter, is being written in addition to a report covering discussions of other subjects during the same visit. / Don Heath brought up two important items in connection with our TML program with Socony. First, they would like to have any references to tetramethyllead in correspondence, labels on any samples, etc. carry their code number which is XRT 238 A. Don stated since our competitors supply the safety services to the Paulsboro Refinery, they are also in and out of the gasoline blending area for the Research Laboratory and Socony would prefer that DuPont know nothing about the TML program with us. The second item concerned their desire to have us add dye to all TML shipments from now on; up until now, no dye has been used. The standard Ethyl yellow dye will be acceptable. Don Heath supplied us with a copy of a letter dated April 9, 1959* Socony File 413.31 and 617.12, by C. J. DiPerna to D. P. Heath. This covers details of a visit by Messrs. Perry, DiPerna and Myrtetus with Mr. H. F. Hoover, Foreman of the Paulsboro Refinery garage, to discuss the suitability of that facility for conducting the field test on XRT 238 A. Details of Mr. DiPerna's letter will not be covered here. Although the Paulsboro Refinery garage might be somewhat too large an operation, it seems the biggest objection to its use is that at the present time, the Refinery employees are working without a labor contract, having returned to work just a short time ago after being on strike. The Refinery Manager has considerable reservations about conducting such a program under the circumstances. The program could be terminated or stalled indefinite ly in event of additional labor trouble. Heath and his associates stated they would check into the Paulsboro marketing operation and also visit Detroit to examine the Trenton Refinery garage, the Avery Avenue Compounding Plant, and the Dearborn Terminal as possible sites for the test. They plan to look over these various sites then submit reports on each so that the Kettering Laboratories might select one that is suitable for the miniature field test. Don Heath wondered about the possibility of blending the gasoline with TML at our Laboratory in event the Trenton Refinery, the Dearborn Terminal or the Avery Avenue Plant would be selected for the field test. 00299o Ethyl Corporation Confidential Socony Mobil Oil Co., Inc. -2 May 20, 1959 Sometime ago we asked Socony if they could give us an estimate of their demands for TML if it develops that TML could be commercialized. He admitted having very little confidence in this figure. Within this 1 0 0 million pound figure, they estimated 70 million pounds by Associated, 12 million pounds exported from the United States and 6 million pounds made in Italy, and he thought there was about l4 million pounds made in France by a subsidiary of Associated Ethyl. They also stated that most of the gasoline output from their Naples Refinery is exported (believed to North Africa) hence, the lead added to this gasoline might not fall within the Italian law governing lead use in Italy (it is believed the law requires that lead used in gasoline for consump tion in Italy must be made in that country). '-- We were told of some preliminary data from their tests on MA-750, and these indicate that the benefits from MA-750 in relation to TEL and TML is about directly proportional to tie mole per cent of the methyl radical in the mixture. This is based on a fuel containing 3*17 grams of Pb. These results are tentative, and they will do more work and also repeat these tests. 0002991 Ethyl Corporation Confidential Socony Mobil Oil Co., Inc. -3- May 20, 1959 Don Heath advised privately that they, at Socony, were thinking that Ethyl Corporation might pick up the medical hill in connection with this field test. The cost of running the field test had heen touched upon lightly on several occasions, including brief discussions between R. K. SCales and D. P.
