Sanborn visited the Mike Watchman oil and gas facility located near Pawhuska Oklahoma on 03/23/2020 for an unannounced inspection. There were no representatives of Mike Watchman present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations. FACILITY DESCRIPTION The facility was located on Okesa Road just East of Highway 99 and access to the well that leaked was locked during the inspection. Section II - OBSERVATIONS I observed oil and oil staining in the county road ditch, flowing towards the creek, just east of Hwy 99 on Okesa Road. I saw absorbent spread on the remaining stains from the leak. Fluids were flowing in the ditch. I saw oil sheen in the creek under the county road during the inspection. With a calibrated YSI Pro 30 conductivity meter, I measured 1,750 milligrams per liter (mg/L) Total Dissolved Solids (TDS) in the creek connected to the road ditch. Section III - AREAS OF CONCERN There was oil and oil staining in the ditch that was washing to the creek. There was oil sheen and elevated levels of TDS in the creek connected to the flow path of the spill. Brine and oil were still reaching the creek during the inspection, connected to the facility. The status of the leak and whether it was ongoing during the inspection was not known due to accessibility to the lease well. Section IV - FOLLOW UP EPA will conduct a follow up inspection as needed.
