LABELING OF HAZARDOUS MATERIAL
Subsequent to my we have explored
as what our OSHA
letter of August 22 on the question of
both what other Divisions are doing as coordinator Bill Reitze recommended
labeling
well
1 It appears that each Division is deciding and providing independently of each other
2 At the present time there appears to be no company policy regarding the specifics other than the fact that we will be complying with the label requirements
3 The Architectural and Engineered Products Division labels
their flat sheets in this manner
a If a unit of flat sheets goes to a fabricator then a single label is placed on top of the unit
b If a unit of flat sheet goes to a distributor who may break the unit and sell it as individual sheets then
they place a loose flier about every two or three sheets
within the unit
Taking all of these
recommendations
items
into
consideration
we make
the
following
1. Any unit shipped to a fabricator air duct or similar is to be labeled by means of affixing one single label on
the unit
2 Any randoms of air duct shipped to a job site this generally applies to large diameter air duct where we know for a fact that the pipe is to be cut rebared or otherwise fabricated into fittings on the job site should have each and every
piece labeled

3 The variety of products being made and fabricated by CorrosionProof would seem to demand that all sections shipped to them
should be labeled
We feel also that it is imperative that the labels we use in Manville irrespective of Divisions should be the same Also we believe that the printing of these labels should be done at the same neutral place conceivably Denver Otherwise I could envision nothing but difficulty and problems if each plant such as Manville and Waukegan go to a local printing shop requesting numerous labels saying This material contains asbestos and is dangerous to your health or whatever the appropriate wording should be Also these labels should be printed in such a way so that they could be affixed to plastic scrap disposal bags as a warning as required by OSHA
By copy of this letter to Bill Reitze I am requesting that he considers providing a design for a uniform label throughout the country as well as providing a single supply point for all plants
I would appreciate if these suggestions be given consideration
and discussed with the appropriate Market Manager and should
with your approval we shall institute the practices
outlined

Labeling
LABELING REQUIREMENTS UNDER NEW OSHA ASBESTOS REGULATION
The new OSHA Asbestos Regulations require that be labeled with a warning notice as printed in
1972
Asbestos containing products the Federal Register of June ,
Both Johns Manville and OSHA recognizes a differentiation between products
which contain Asbestos in a free and those which contain Asbestos
form or Locked
as an intregal part
In Asbestos products
of the material or Locked-
In Asbestos products
Transite as a generative designation for a number of products is a Locked Asbestos product Therefore no labeling is required
Consequently under normal usage i.e. if the Transite pipe product is used in the form in which it is shipped we are complying with the OSHA regulations by not labeling There is no danger in its being handled installed and used generating any toxic dust
The potential exposure as considered by OSHA arises when Transite is either
cutpotential machined or reprocessed by our customer
The problem seems to fall into two categories
1 Customers purchasing our pipe and making cuts or machining the pipe incidental to its installation For example cutting to size of MOA's sewer pipe or others This work generally is performed at the installation site with Skilsaws Pilot tools or other equipment normally available to the installer
2 Customers purchasing our pipe with intent to fabricate remachine on a production basis or use as a raw material for processing Our Air Duct Fitting fabricator Corrosion proof and certain fabricators of cooling towers are examples Generally work is performed at a centralized location using production equipment
Under the present regulations we
advise them of any toxic material of our material

1 On what products and to what extent should we consider labeling
2 In what manner should the various customers be informed as to the toxicity of asbestos ?
We have discussed the question of labeling and toxicity information with
W. Reitze of Industrial Relations and E. M. Fenner of Environmental Control
and they indicated that the first move is up to us Also the general feeling is that we should advise fabricators of the potential hazard without going into detail on either precautions or recommendations as to solutions

Inhalation of excessive concentrations of asbestos dust over a long period of time can result in pulmonary injury
Every effort should therefore be made to protect people from this risk
It is my opinion that Hillboard could present a problem in conjunction
with handling cutting and fabricating This opinion la based on ob-
servation of our M gasket operations
a caution label on Millboard
I recommend consideration for
Asbestos Paper does not present the same problem aa Hillboard The fible
is bonded into the paper and does not appear to become airborne The
only dust generated from use of paper that I have observad in M is during the slitting operation This has not been extensive I do not recommend consideration for a caution label on Asbeston Paper at this time

Per my Notice of May 22 1980 the Pipe Division will begin
placing the above revised label on all TRANSITE pipe products

beginning in August While we are not required
by law to do so we believe it is in the best interest of all
parties concerned that we continue to caution the installers
on use of power saws on TRANSITE pipe We believe the label
will be a good complement to and a reminder of our booklets
seminars and visual programs on proper work practices

products at least every fifth piece of pipe will be laveied
Fittings and complings will not be labeled since they are not
cut in the field Existing units of pipe in inventory will

A meeting was held this date with the copyholders in attendance
to explore how greater control might be exercised over the visual appearance accuracy of data reduction of cost and obsolescence and timeliness of the labels and other packaging
identifying materials we use on our products Since we are in the midst of wholesale changes resulting from the reorganization this meeting was timely Each person in the room had an interest in or responsibility for at least one aspect of the situation -- purchasing graphics HSLE compliance logistics etc.

purchasing for some items and some plants the vast number of market managers involved trained and untrained etc. -- there
is no one single repository or library of labels wraps cartons
etc. in Manville including Manville If Legal HSIE

Does Q.A. not have responsiblity for specifications and standards
of quality for finished products as well as for packaging and
labeling of products If this is true would it not make sense
for Q.A. to set up a repository or library of labels -- and a
procedure whereby as each label is of the label be required to be sent
revised and either from

High Temperature line I rescinded this letter in a wire dated September 10
because there were changes to be made in the program
The Industrial Insulations Division still intends to place the precautionary infor-
mation on all products containing asbestos in the High Temperature line A progres to carry this out has been reviewed with Dr. K.W. Smith C.L. Scheckler and A. PociuzIt was the agreement that the following program would be carried out

I assume that Mr. Coggins letter will initiate the usage of the warning
label However it is probably advantageous to have the Environmental Control Department on record as recommending hazard warning labels on MARINITE products

Caution warnings are to be applied to certain packages and
that are sold by IID and that contain asbestos fiber
products
silica Caution warnings now in existence
and free crystalline
to be revised New caution
on some printed cartons and bags are
labels are to be affixed to unprinted cartons and bags and in
some instances to the product itself itself where health hazards may
exist
The new caution warnings have been developed and have Division Environmental Control and Industrial Relations and Legal Department approval
At such time as the Corporate label revision program is put into effect in IID the new caution warnings will be included in the revised printed product labels Until this is done the caution label must be a separate label

Although Manville has had for many years progressive and aggressive occupational safety and health programs the enactment of the Federal Occupational Safety and Health Act has spelled out new requirements and responsibilities
These have been communicated to you to date through the OSHA letters 1 through 8
A number of the regulations have a direct bearing on our Labor Relations policies and practices It is therefore important that you communicate fully with your local union management the impact of OSHA on your operations
The following steps should be undertaken promptly
1. Provide local union management with copies of the Federal Register pages of the Act and the recent
revision of the Asbestos sections
2 Discuss OSHA requirements particularly those which involve employee relations at your regular Management meetings
3 Review the attached policy statement re disciplinary
procedure for failure to wear personal protective
equipment Under OSHA the employee has the legal responsibility to utilize the equipment required and
furnished On this basis as well as the fact that
the requirements are for the protection of the employee's health you should expect and obtain cooperation from the union

I am sure you are keeping your supervisors fully informed of the OSHA regulations Since Safety and Health are important facets of every management position a supervisor who fails to consistently enforce the requirements for personal protective equipment shall be regarded as having failed to meet one of his major job objectives

WASTE

As you may recall a number of years ago our then President Mr. Clint Burnett issued a notice which in effect eliminated
the use of brooms for sweeping where containing waste
was present
Several years the emergency on the use of
later the Federal government when they enacted
asbestos standard included a federal prohibition
brooms for sweeping containing waste
In OSHA Letter No. 7 C. L. Sheckler continued the prohibition on the use of brooms in these circumstances As we know the
Federal government in its final asbestos standard did strike that ban on the use of brooms from the new asbestos regulations
It is our feeling that in spite of the relaxation of the Federal
ban this is one area where we at M are going to have to do better than the Federal regulations As we also know the use
of brooms in the sweeping of containing waste can and
usually does produce potentially high dust counts Some plants are very effectively using vacuum cleaners for this type of housekeeping The larger chips such as present at a pipe lathe can be wet collected by use of a squeegee or grain scoop These methods of collection may take a slightly longer amount of time but they do eliminate the potential hazard
The use of brooms to remove containing waste should immediately be superseded by an alternate system preferably vacuum so as to eliminate this clearly controllable source of
contamination
