SEMI-ANNUAL DINNER MEETING Attendance at the dinner meeting November 21 was l6l. Includ ing seven guests; total costs were $2,324. Since a small surplus was available from this meeting. It was agreed these funds would be used for the cost of this Committee luncheon meeting and a con tribution to the Manhattan Club Christmas Fund. Since the accommodations at the Commodore worked out very satisfactorily for this group meeting, it was agreed that a reser vation should be made for a similar period in 1961. p/TC 6l COMMITTEE The financing of the Secretariat as requested by the Chairman of the American group in behalf of that Committee, and recommenda tions of the Plastics Technical Subcommittee In its meeting No vember 17, i960, were reviewed. During consideration of this by the MCA technical members, 19 member companies were represented. The Secretary reviewed MCA participation and support in ASA activi ties, the recent proposals of ASA that the chemical Industry par ticipate In International Standards work with Latin American coun tries, and the reluctance of the MCA to participate in standardi zation programs of the ASA pertaining to products of the chemical industry. For plastic materials as a group of products, comment was made that raw material specifications and methods of tests are important to MCA members and that this appeared to be an area the material anufacturers should support. One member questioned the practice of ASA asking for separate funds to support such activities apart from their regular budget since many of the chemical companies are already contributing a substantial fee to this Standards group. After full consideration of this ISO request, and on motion ^ly seconded, it was unanimously Voted that the Plastics Committee commend that the 1961 budget Include an item of $6,500 for support he ASA Secretariat of the ISO/TC 6l, with the understanding this ISO Standards activity is to be limited to the problems -enied with uniform test methods and nomenclature in the plastics *terlal field. - 2- UNDERWRITERS * LABORATORIES PROGRAM Except for one type of material, all commercially available plastics used in appliances have been supplied the U/L for flam mable tests and general evaluation. The work in this First Phase is about completed and it had been anticipated a meeting with the Advisory Committee would be held during December; this is now scheduled for January, 1961. With the intent of getting the U/L position more widely pub licized and made known to the molders and in the appliance, in dustry, the director of the project at V/L is scheduled to speak in the forthcoming national meeting of the SPE to be held in Washington, D. C. January 24 - 26, 1961. The representatives of the appliance industry, although in vited to do so, have not reported any difficulties in obtaining approvals on new designs using plastics in conditioners or other appliances. However, there are conflicting reports from member representatives. It is hoped the forthcoming meeting of the Ad visory Committee may serve to clear this up. v MCA-SPI JOINT MEETING Chairman Kinsella reported that a Special Committee had been appointed in keeping with the action of the October 11 meeting to work with the SPI in the field of Plastics in Building, with spe cial reference to the code problem on a nation-wide basis. This Committee is composed of: R. K. Mueller, Chairman G. A. Fowles E, S* Ebers D. L. Eynon,Jr, In addition to working jointly with the SPI, he had also asked this committee to take a look at the whole MCA Plastics in Build ing program In addition to the Immediate objective of deciding upon financing of special code consultants with the SPI group. TARIFF CLASSIFICATION The new classification just published appears to follow the recommendations made by respective committees within the MCA in i957 and 1958. Most of the plastic materials are enumerated by name and separated into two main groups depending upon present tariff treatment, one group enjoying American selling price for a valorem rates (the coal tar group) and the other group based pon foreign export value. V - 3- NEXT MEETING It was agreed the next meeting of the Plastics Committee would be scheduled for February 14, 1961 at the Manhattan Club, be ginning with luncheon at 12:30 P.M. Mr. R. K.
