Other- the minutes were approved as distributed. *ise' 2 ^anual Revision--Part I (Preparation of Precautionary Labels) The Manual Revision Subcommittee Chairman, H. H, Mclntrye, oointed a task group to review Part I and to see if changes are a^esSary. Mr. McIntyre is to serve as chairman of this task group. r,e jsting him will be E. J. Hogan, R. P. Philpitt, and C. B. Shaffer, group is to meet March 8 in New York. Manual Revision--Part II (Illustrative Labels for Hazardous 3' Substances The newly-revised Warning Label Study Sheet to be used by the aa hoc committee for data assembly was approved for trial use. As the data sheets are completed, they are to be sent to the secretary, who is to forward them to the proper persons in the task group for label review. The Manual Revision Subcommittee chairman, H. H. McIntyre, appointed the following to this task group along with their assign ments: R. H. Dewey (Acetaldehyde thru n-Butyl Chloride), E. J. Hogan (n-Butyl Ether thru Dimethyl Sulfate), R. T. Philpitt (Dioxane thru Hethyl Isobutyl Ketone), G. R. Sido (Methyl Methacrylate thru Pyridene), and F. D. Sparre (Silver Nitrate thru Zirconium Metal powder). Included in these review assignments are the following sub stances for which there are Chem-Cards but no illustrative labels in the last edition of the manual: Acetone Cyanhydrin, Acetonitrile, Aerozine 50, Caustic Potash (Liquid), Caustic Soda (Liquid), Chlorine Trifluoride, Dimethylamlne (Aqueous), Dimethyl Ether, Dimethyl Hydrazine (Uns.), Epichlorohydrin and Chlorohydrin (Crude), Ethanol, Fluorine (Liquid), Hydrazine (Anhydrous), Hydrazine/UDMH Mixture, Hydrogen (Liquid), Isopropariol, Methyl Isobutyl Ketone, Mono-,, tstnylamine (Anhydrous), Monomethylamine (Aqueous), Monomethyl Hydrazine, Motor Fuel Antiknock Compound, -Nitric Acid (Inhibited Hed), Nitric Acid (Red)Fuming), Nitrogen (Liquid), Perchoryl Fluoride, Sulfur Trioxide, Tetraethyl Lead (Liquid), Trimethyl amine (Anhydrous), 'ftnylidene Chloride. Also included in these review assignments are the following substances for which there are Chemical Safety Data Sheets but ^Illustrative labels in the last edition of the manual: Acetylene Uabel approved by committee but not used in the sixth edition of *" nianual because of inability to agree with the CGA), Anhydrous ^nia (label approved by committee but signal word still in question),. Carbide, Naphthalene, Sulfur. ' I.-592 All labels to appear for the first time in the next edition e to be prepared by committee members to be appointed by the aairman. Preparation is to include recommending names under hich the substances should be listed in the manual. These labels then to be reviewed by the task group for label review. As decided at the October 5-6, 1965 meeting, all labels aring the poison symbol are to Include first aid directions, poisons represented in the last edition for which first aid directions will be needed in the next edition are; Allyl Alcohol, Aniline Arsenic Trioxide, Benzene, Carbon Disulfide, Carbon Tetrachloride, Dichloroethyl Ether, Mercuric Chloride, Nitrobenzene, Phenol, Phosphorus, Silver Nitrate, Tetrachloroethane, and Vanadium Tetrachloride. All new texts for poisons are also to include appropriate wording for first aid treatment. The committee voted unanimously to endorse the principle that labels include appropriate recommendations to cope with accidental spillage, fire, and extremely hazardous decomposition products Including those due to combustion. The secretary was requested, to forward G. R. Sido's statements concerning these matters to the Safety and Fire Protection Committee for comment. As for the method of preparing labels, it was decided that Mr. .McIntyre would make a pilot run involving about ten substances using the systematized approach developed by the chairman. The run is to be based on data used to compile the last edition. f Points of difference between the labels as prepared for the last edition and as prepared by the systematized approach are to be noted. This pilot run is intened to help decide the method to be used in preparing labels for the next edition of the manual. Further comments and suggestions were made concerning the chairman's proposed set of definitions to replace those in the last edition of the manual. 4. Manual Revision--Part III (illustrative Labels for Pesticides) The earlier decision to drop Part III (Pesticide Labels) was reaffirmed. Nevertheless, it was decided to have the LAPI committee represented on the joint committee to Study Interpretation 18, Revision 3, when invited by NACA--should this Joint committee actually be formed. 5. Other Matters Chemical Safety Data Sheet Labels--R. F. Phllpitt and N. E. ,rfendt were requested to review the labels for two new Chemical Safety Data Sheets: Zirconium and Hafnium Powder, and n-Butyllithium. D. These are to be returned within --eelcs exclusive of mailing time. If the comments so indicate, ^airman will appoint a group to resolve the comments so that fried set of recommendations can be presented to the Safety and protection Committee. tv-cernal Markings for Motor Vehicles--J. A. Mooney and G. R. Reported on themmeeting of the MCA Inter-Committee Task Group November 22, 1965. Purpose of the meeting was to consider the ;,1ms proposal (Notice No. 69) for the external marking of motor 'Nicies transporting dangerous articles. Xn general, the task group recommendations as previously reported :he LAPI Committee were reaffirmed. The group recommended the Rowing: 1. Continuation of the placarding requirements for Non-Flammable ^.-pressed Gases. 2. Opposition to' the placarding of ammonia and chlorine as 'poison gas." 3. Opposition to the exemption of gasoline and alcohol from ::,e flammable placarding requirement. 4. Clarification of Section 77.823(a) to exempt vehicles during hading, unloading, storage or use in Intraplant service, in private acility. 1 Weights and Measures--It was decided that the LAPI Committee *:Ld support the position of the Industry Committee on Weights and Measures regarding possible revisions to the Model Law of the National inference on Weights and Measures. NFPA 326--The LAPI Committee decided to seek representation at proposed inter-association meeting to'be held for the purpose of l^'ablishlng an industry position regarding proposed changes to the ibeiing requirements of NFPA 326. The committee I& opposed to a y/ision. If any revision is undertaken, the LAPI representative , ; bo limit any changes to the standards of the LAPI Manual as far as , ;-bsible. The chairman is to be advised when the proposed meeting is j '".ounced or when an invitation to participate is extended. v L-594 NFPA 704M--Mr. McIntyre., with the approval of the LAPI Committee, dicated he would vote against the proposed change to 704M which remove the general restrictions originally placed on application to chemical laboratories and to rail and truck transportation. Committee Function--The committee decided to accept the wording its function as expressed in the current edition of the'MCA Rectory. ^ Membership The committee voted unanimously to recommend to the MCA Board 0f Directors that A. C. Diliberto of Stauffer Chemical Co. be made a member of the committee. 7. Next Meeting The next meeting of the full committee is to be held May 31june 1, 1966 at the Homestead, Hot Springs, Virginia. Respectfully submitted.
