Sanborn visited the SND Operating, LLC oil and gas facility located near Overton, Texas on 03/05/2020 for an unannounced inspection. There were no representatives of SND Operating, LLC present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations. FACILITY DESCRIPTION This facility is known as the Eula McDonald and has a state identification number: RRC No. 06510. I observed bolted tanks at the facility. Section II - OBSERVATIONS I observed that there were fluids being drained from a drainpipe out of the secondary containment area into the lease road during the inspection. I measured these fluids with a calibrated YSI Pro 30 conductivity meter, and the fluids were less than 1,000 milligrams per liter (mg/L) Total Dissolved Solids. I observed old oil staining at the facility. The bolted tanks were corroded at the site. Section III - AREAS OF CONCERN Fluids were being release from the secondary containment area during the inspection. The tanks on site were corroded.
