This information is being submitted as required by the National Emission Standard for Vinyl Chloride (40CFR: Part 61, Subpart F) and in accordance with the terms and conditions set forth in Part IV B, 2 and 5 of the partial consent decree between CONOCO Chemicals Co., a division of Continental Oil Co. and the U. S. Justice Department entered in the U. S. District Court for the Western District of Louisiana, Lake Charles Division on January 30, 1979. The emission testing was conducted on May 7, 8 and 9, 1979 and was observed by Stephen E. Gronberg of GCA Corporation for the EPA (Dallas-Region VI). Emission test data are presented in this report for the vents of the Primary and Stand-by trains of the Thermal Incineration Unit, Oxychlorination Unit vent, steam stripper bottoms, and S-108 bottoms (slops caustic). No VCM was detected in the Thermal Incineration Unit vents and the steam stripper bottoms. The average emission from the Oxychlorination Unit vent on 5/8/79 was 0.1539 grams VCM per Kilogram of EDC produced in the Oxychlorination Unit. The average VCM concentration in the S-108 bottoms was 0.127 ppm on 5/8/79. Stephen E. Gronberg of GCA Corporation conveyed a request by Phil Schwindt of the EPA (Dallas-Region VI) for a sample of the aqueous HC1 stream that is being routed from the HC1 Absorber (C-901) in the Thermal Incineration Unit to the HC1 neutralization system. This stream was not scheduled to be sampled as part of the emission test but, in the spirit of cooperation, plant personnel agreed to sample the stream. The stream was sampled and analyzed on 5/10/79 using Test Method 107. No vinyl was detected in the samples. The lower detection limit of the instrument used was 0.05 ppm.
