Bear Sirs, When I had the pleasure of meeting you a short time ago, you had ^uet received the first consignment of resinated/polished ZTD.938 which had had wrongly applied to the immediate wrapping of the spools, the cautionary label required on certain shipments of asbestos products to the U.5.A. As I mentioned at the time, this label should not have been applied to your yarn shipmente and we are afraid that we are at a loss to explain why this occurred. There are certainly no instructions given to that effect and we regret that this occurred. We hope that the initial reaction to the labels has been overcome and that all is now well. In case they are of assistance, we are attaching a copy of the O.S.S.A. regulation and reports from the Asbestos Information Aeaoclation/Iorth America. Tou will note that the requirementsfor labels apply to unsaturated or uncoated yams only. The regulations do not apply to yam which has been bonded or resin&ted. ENCL. All yams shipped to you are either bonded or resinated and, therefore, the cautionary notice is not required for your orders. Tou will see that they particularly point out that labelling is not required where asbestos has been modified or ''locked in" by a bonding agent, coating or binder.
