Taylor November 7, 1990 VISTA 1989 SARA 313 EMISSIONS - VISTA CHEMICAL COMPANY Attached is a summary of the 1989 Toxic Chemical Release Reporting for Vista Chemical Company. These values were submitted to the EPA in July 1990 as required under Section 313, Title III of SARA. Despite the additions of new chemicals (glycol ethers) and previously uncounted sources, the 1989 emission estimates were 60.5% lower than the 1987 base reporting year and 18.9% lower than the 1988 reporting year. The Lake Charles Chemical Complex accounted for 77.8% of the total company-wide emissions in 1989 versus 88.1% of the total in 1987. Several factors responsible for a large portion of the emissions reduction are: chemicals delisted from SARA reporting requirements (sodium hydroxide, aluminum oxide-non fibrous), increased VOC monitoring and associated maintenance efforts (LCCC) and more accurate estimation of emission factors (all plants). Air emissions demonstrated the largest "actual" versus "paper" reduction from the 1987 base line with a 56.3% reduction. The 77.4% reduction in off-site transfers was primarily a "paper" reduction due to the delisting of aluminum oxide (non-fibrous) from the SARA reporting requirements. Large quantity chemical emissions that were reduced 70% or more from the 1987 reporting are: ethylene, 1,3 butadiene, methanol, vinyl chloride, and ethyl chloride. Also listed on page 3, Part B of the attached is a summary of our SARA emissions, excluding the SARA delisted chemicals, as submitted to the CMA. This emissions inventory was developed to assist the CMA in performing trend analyses of the three years of SARA 313 submittals. Please contact me if further information is needed. Attachment
